COUNCIL MEETING MINUTES
August 25, 1987
Minutes of a regular meeting held in the city muni~cipal building,
August 25, 1987.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Steven M.
England, Boyd Fullmer, Attorney B. Lynn Winmill, Engineer Steven M. Smart-and
City Clerk Ron C. Conlin. Councilman Leroy S. Quick was excused.
Meeting was called to order at 7:35~p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
minutes of August 11, 1987.
Councilman Fullmer moved to approve the minutes of August 11, 1987 as read,
subject to the addition of "Councilman Quick seconded. All councilmembers voted
in favor of the motion~ to the last paragraph on page 111. Councilwoman Hopkins
seconded. All councilmembers present voted in favor of motion.
I987-88 FISCAL YEAR TENTATIVE BUDGET - City Clerk Ron Conlin presented a proposed
tentative budget and reminded Mayor Cotant and Council that the 1987-88 Tentative
Budget should be adopted tonight and a time set for the public hearing. The
public hearing will be held Tuesday, September 8, 1987 at a regular council
meeting, at 7:30 p.m.
Mayor Cotant told the council the best way we could bring the budget into balance
was to eliminate a police officer and cut the assistant police secreta~7's
hours to 20 hours per week instead of 40 hours. This would mean the animal control
officer will work on the computer 20 hours a week rather than working animal
control.the full 40 hours per week. If needed, other police officers or maybe
Charly Piquet will work in animal control.
Discussion about health insurance coverage for City Employees. Discussion whether
or not the City should pay a premium for employees that have a spouse covered
with same insurance. City Clerk Conlin was asked to do research to see what
exactly is covered on these individuals.
Mayor Dick Finlayson was present to ask for a contribution from the City of
Chubbuck for the airport,.in the amount of $33,600.00. After discussion the.].
council felt that everyohe in the area should be suppo~in~he_ai~port, rather
than just the City of Chubbuck and the City of Pocatello. The council denied
the request by Mayor Finlayson. Mayor Finlayson said he would look into the
possibility of an airport district.
The following line items were discussed and the following amounts were appropiated:
Senior Citizens -- $ 500.00
Area Band -- 250.00
Economic Dev. -- 1,667.00
Cable Commission -- 1,200.00
Mayor Cotant stated he would prefer to lower'the Bayou's wage to $600.00 per month.
After considerable discussion, Councilman Fullmer moved to adopt the tentative
budget, with the changes discussed above. Councilman England seconded. All
councilmembers present voted in favor of motion.

ORDINANCE #295 - An ordinance amending section 2.04.010 of the Chubbuck
Municipal Code by reducing the salary of the Mayor of the City from
$700.00 per month to $600.00 per month.
Councilwoman Hopkins moved to dispense with the rule requiring an ordinance
to be read on three separate days. Councilman England seconded. Roll Call Vote:
Hopkins, yes; England, yes; Fullmer, yes; Quick, absent.
Councilman Fullmer moved to adopt Ordinance #295 as read. Councilwoman Hopkins
seconded. Roll Call Vote: Hopkins, yes; England, yes; Fullmer, yes; Quick, absent.
At 10:36 pm., Councilman England moved to go to executive session meeting for
consideration of personnel matters, regarding budget reductions, as authorized
by Idaho Code 67-2345 (b). Councilwoman Hopkins seconded. 100% of councilmembers
present, voted in favor of motion.
Councilmembers discussed personnel cuts regarding budget reductions.
No action or final decision was made.
At 11:00 p.m., Councilman England moved to adjourn to regular council meeting.
Councilwoman Hopkins seconded. All councilmambers present voted in favor of
motion.
CLAIMS - Computer print-out and handcheck claims presented to Mayor Cotant and
Counci'l.
Councilwoman Hopkins asked about two claims on the computer print-out, Jordan
Stuart - $1,000.00 and James Miller - $800.00. Engineer Steve Smart stated, Jordan
and James purchased tools for the shop area with the idea they would be reimbursed
from the City. It was approx. $8,000.00 worth of tools for a price of $1,800.00.
The council felt Jordan and James should not have purchased the tools without
approval before the purchase.
After discussion Councilman' Full'~er~ moved to approve computer print-out and
handcheck claims, subject to their review of Jordan Stuart's claim of $1,000.00
and James Miller's claim of $800.00. Councilwoman Hopkins seconded. All council-
members present voted in favor of motion. The two claims will be considered at
the September 8, 1987 Council Meeting.
GENERAL DISCUSSION -
1)
Mary Harker was present and discussed the weed problems in Heights Subdivision.
Also, Mary Harker complained about motorized vehicles on Mr. Clark's property.
After discussion it was decided Attorney Winmill would send Mr. Clark a
letter explaining liability problems he might face, if Clark's continue to
let motor bikes, 3 wheelers and 4 wheelers to continue to ride on his
property.

Justin Lowder was present to get the council feelings on charging him
the regular rate on sewer, if he would pay his bill, by the yea~,]in full.
mr. Lowder lives outside the City, therefore, he is charged the one and one
half rate. The council was in agreement, the ordinance should not be changed,
therefore, they denied Mr. Lowder's request.

Attorney Winmill gave a report on the updated appraisel presented by
Mr. Thompson, Attorney Winmill stated the City offered Mr. Parrish $53,000.00.
on the first offer. Mr. Parrish thought the appraisel was too low and
dSd not accept, The second appraisel came back at $30,000.00.
After discussion, Attorney Winmill was directed to write to Mr. Rodney Parrish
and offer him $40,000.00 6n b~half o~ the City.

A~er discussion it was decided Mayor Cotant would write to the Bannock County
Commissioners requesting they hold off on construction of a jail facility,
until a bond election is held.
FINANCIAL REPORT FOR THE MONTH OF JULY was presented to Mayor Cotant and Council.
At 11:40 p.m., Councilman Fullmer moved, Councilwoman Hopkins seconded, with full
council approval to adjourn the meeting.
