COUNCIL MEETING MINUTES
,August 11,1987
]Minutes of a regular meeting held in the city municipal building,
August 11, 1987.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Boyd L. Fullmer, Engineer Steven M. Smart and City
Clerk Ron C. Conlin. Attorney B. Lynn Winmill was excused.
Meeting was called to order at 7:33 p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
minutes of July 28, 1987.
Councilman Fullmer moved to approve the minutes of July 28, 1987 as read.
Councilman England seconded'. All councilmembers present a% the July 28 meeting,
voted in favor of motion.
BUSINESS LICENSE APPLICATION - Unification Church Director Bill Scheffler has
applied for a license to solicit door to door in the City of Chubbuck.
Mayor Cotant stated he talked to Attorney Winmill today, and Attorney Winmill
stated he would have the necessary license prepared for the Unification Church,
August 12, 1987.and bring to Staff Meeting,at 8:30 a.m.
Mr. Bill Scheffler stated the license is for non profit fund raising for the
Unification Church.
Councilman Fullmer moved to approve a license to the Unification Church to sol-
icit dQor to door in Lhe City o~ Chubbuck, subject to Attorney Winmill responding
to clarify=themecessary~change in the ordinance requiring a business license, but,
referring to it as,a license~and Attorney Winmill reporting the change at the
August 25, 1987 Council Meeting. Councilman England seconded. All councilmembers
voted in favor of motion.
CLAIM - Mrs. Terri L. Watson submitted to Mayor Cotant and Council a claim for
$207.27 for the repair of her son's bicycle. The bicycle was damaged when a
City vehicle driven by Robert Miller struck him while pulling from the Cowboy
Truck Stop.
Engineer Steve Smart gave a report on the accident =.~,
After discussion Councilman England moved to submit the claim to the City
Insurance Company. Councilwoman Hopkins seconded. All councilmembers voted in
favor of motion.
Discussion of putting some sort of accident report procedures in all city vehicles.
Officer Jim Phelps is conducting a safety meeting to outline procedures, August
13, 1987 with city employees.
PROCLAMATION - CONSTITUTION WEEK - Mayor Cotant read the proclamation in full.
Councilwoman Hopkins moved to authorize Mayor Cotant to proclaim September 17
through September 23, 1987 as'Constitution Week". **Addition** Councilman
Quick seconded. All councilmembers voted in favor of motion.

CLAIMS - Computer print-out ahd. handchedk cl2inls presented tO Mayor Cotant and
Council.
After discussion Councilman Fullmer moved to approve the computer print-out and
handcheck claims as read. Councilman Quick seconded. All councilmembers voted
in favor of motion.
RECREATION PROGRAM - Chubbuck Recreation Director Dave Sherman will report on the
1987 baseball program at the August 25, 1987 Council Meeting.
CONTRACT FOR PROFESSIONAL SERVICES - PAVEMENT MANAGEMENT SYSTEMS - Engineer Smart
reported that after the last Council Meeting he asked Pavement Management Systems
to prepare a contract and submit it to the Council.for approval.
Engineer Smart said he had Attorney Winmill review the contract, his only
comment was the Software License Agreement. Attorney Winmill said he would like
to review this agreement.
Engineer Smart explained the costs and scope of services to be provided by the
consultant. The costs in Phase I is $14,950.00. Phase II through Phase VI is
done every second year.beyond 1987.
Engineer Smart stated the license can be used on City of Pocatello's computer
without additional costs.
Councilman England made motion to authorize Mayor Cotant to enter into agreement
with Pavement Management Systems subject to Attorney Winmill's approval of the
~ntire contract. Councilman Quick seconded. All councilmembers voted in favor
of motion.
I987~88 FISCAL YEAR BUDGET DISCUSSION - Mayer Cotant and Council discussed at
length the 1987-88 budget.
City Clerk Ron Conlin stated the tentative budget needs to be adopted at the
August 25, 1987 Council Meeting.
Mayor Cotant asked the Council to review the budget, if there are any suggestions
on the budget before the August 25 Meeting, contact City Clerk Conlin.
At 9:41 p.m., Councilwoman Hopkins moved, Councilman England seconded w~tb ~ul] :
