Cotant, Jr., Councilmember Leroy S. Quick, Steven M. England, David A. Landon, Dwain A. Kinghorn, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for additions or corrections to the minutes of October 25, 1988. Councilman Kinghorn moved as read. Councilman Quick of motion. to approve the minutes of October 25, 1988 seconded. Ail councilmembers voted in favor PUBLIC HEARING ON PROPOSED CITY LAND SALE - Ordinance #311 was adopted at the October 25, 1988 Council Meeting. The ordinance called for a public hearing to be held on the proposed land sale, November 8, 1988. Mayor Cotant declared the public hearing open. Mayor Cotant asked if there was any opposition to the proposed land sale. There was none. Public Works Director Steve Smart reported the appraisel has not been received. Mr. Thompsen, Idaho Falls might have it finished next week. CLAIMS - Computer print-out and handcheck claims presented to Mayor Cotant and Council. After discussion, Councilman Landon moved to approve computer print- out and handcheck claims as read. Councilman England seconded. Ail councilmembers voted in favor of motion. FINANCIAL REPORT for month of October presented to Mayor Cotant and Council. GENERAL DISCUSSION - 1) Councilman Kinghorn reported the pagers that have been on order for the Fire Department, came in last~Friday. When thev were received, it was found out the signal would not trip the pagers. Fire Chief Campbell spend a lot of time finding out what the problem Qas. Councilman Kinghorn stated, hopefully, the pagers can be corrected here, rather than sending back to the factory. Motorola will be responsible for any costs incurred while correct- ing the pagers. 156 GENERAL DISCUSSION - (Cont.) 2) Legislative Dinner - Quality Inn at 7:00 p.m., November 22, 1988. Might not have a Council Meeting this night, so councilmembers can attend. 3) Employee Christmas Party will be held at the E1 Cielto, 5147 Whit- aker Road on December 6, 1988 at 6:00 p.m. This is a potluck dinner. At 8:20 p.m., Councilman Quick moved to go into executive session meet- ing for the purpose of discussing personnel matters as authorized by Idaho Code 67-2345 (b). Councilman Landon seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Kinghorn, yes. 100% of councilmembers voted ~n favor of motion. Discussion about employees receiving the Friday after Thanksgiving Day, as a paid holiday. No action or final d~cision was made. At 8:30 p.m., Councilman England moved to adjourn from executive session meeting to regular meeting. Councilman Quick seconded. All councilmembers voted in favor of m6tion. ADDITIONAL HOLIDAY FOR CITY OF CHUBBUCK EMPLOYEES - Mayor Cotant and Council discussedallowing City Employees an additional holiday on Friday, the day after Thanksgiving. After discussion, Councilman Landon moved to give City Employees the Friday after Thanksgiving Day as, an additional holiday. Council- man Quick seconded. All councilmembers voted in favor of motion. FIRE DEPARTMENT - Councilman Kinghorn reported Fire Chief Cary Campbell proposed, the 3rd. Class Firemen be compensated some dollar figure per hour, when responding to a fire. The 3rd. Class Firemen are not getting paid at this time. There are 3, 3rd. Class Fireman on the department at this time. There was concern that the 3rd. Class Fire- men might grow in ranks, causing a problem with budget figures. After discussion, it was decided to have the Advisory Committee, discuss the request.
