Cotant,~Jr., Councilmembers Leroy S. Quick, steven M. England, David A. Landon, Dwain A. Kinghorn, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant~asked for additions or corrections to the minutes of October 11, 1988. Councilman Kinghorn moved to approve the minutes of October 11, 1988 as read. Councilman Quick seconded. All councilmembers present at the October 11, 1988 council meeting, voted in favor of motion. MOBILE HOME WATER & SEWER RATES DISCUSSION - Randy Hoffer, Bell Trailer Court, Charlie Frasure, John Murray and Jim Thilmont were present to explain the position the new water and sewer rates put them in. Mr. Hoffer told Mayor Cotant and Council, the City of Pocatello only charges 32¢ per thousand gallons of water. Mr. Hoffer stated the water and sewer rate increase is causing the mobile home owners to lose money on their spaces. Mr. Hoffer made comment that, his spaces are harder to rent in Chubbuck, because of the distance from city center. Mr. Holler said, because of this, he cannot raise the rates. Councilman Quick made comment, the useage for the entire city was up, double over a year ago, because of such a dry year. Councilman Quick suggested a report be presented to the council showing the gallons used in a mobile home park, then divide, to the gallons used per individual residence. find After considerable discussion, the council decided to take the water and sewer rates for mobile homes under advisement. The subject will be discussed at the November 8, 1988 council meeting. RESOLUTION #6-88 - A resolution of the City of Chubbuck, adopting the 1988 Uniform Building Code, Uniform Fire Code, Uniform Mechanical Code and Uniform Sign Code. Mayor Cotant read Resolution #6-88 in full. Fire Chief Campbell suggested the resolution be effective January 1, 1989, so the city would have time to get the necessary code books on file. Councilman England moved to adopt Resolution #6-88, to be effective, January 1, 1989. Councilman Landon seconded. All councilmembers voted in favor of motion. ORDINANCE 9311- An ordinance expressing an intent to sell, convey or exchange certain described real property owned by the city; authoriz- ing sale for cash or terms of said parcel by public auction to the highest bidders for amounts equaling or exceeding the appraisals; reserving to the city the right to reject any or all bids on any 150 ORDINANCE #311 - (Cont.) parcel; prohibiting such sale from occurring until sixty days have expired from the date of passage of this ordinance and a public hearing has been held during that period; providing that proceeds from sales shall be used to discharge city indebtedness or for public improvements; providing that if the property is not sold,at public auction,.the same may be exchanged for other property without further notice or auction. Mayor Cotant read Ordinance ~311 in full. After discussion, Councilman Quick moved to dispense with the rule requiring Ordinance #311 to be read on three separate days. Council- man England seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Kinghorn, yes. Councilman Landon moved to adopt Ordinance #311 as read. Council- man Kinghorn seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Kinghorn, yes. CABLE COMMISSION REPORT - Mary Harker, 783 Boyd was present to give a report to Mayor Cotant and Council on the Cable Commission Meeting. Mrs. Harker told of a new station that broadcasts moral messages. The program is VISN. Mrs. Harker told Mayor Cotant and Council she would pursue getting a cable hook-up for the City of Chubbuck. Chief Campbell expressed interest in the FE~~ Videos. CHUBBUCK FIRE DEPARTMENT PERSONNEL POLICY - Mayor Cotant suggested the policy be adopted. There will be frye Fire Department Members on ~a committee. If they receive suggestions and want to amend the policy, they can, but for now the policy should be put into effect. Councilman England moved to adopt the Chubbuck Fire Department Personnel Policy as corrected. Councilman K!nghorn seconded. All councilmembers voted in favor of motion.. CLAIMS - Computer print-out and handcheck claims have been presented to Mayor Cotant and Council. Councilman Quick moved to approve the computer print-out and hand- check claim as read. Councilman Landon seconded. All councilmembers voted in favor of the motion. GENERAL DISCUSSION 1. Mayor Cotant reported city purchases have been monitored, all purchases possible, are being made within the city. 152 GENERAL DISCUSSION - Councilman Quick stated he would like to arrange a time to take the council members through the Police Department and show them the new computer system on line. Council agreed this would be good. 3.~ Legislative Dinner Meetings will be held Tuesday, November 22, 1988, at the Quality Inn, Pocatello, at 7:00 p.m. Public Works Director Smart said updated appraisals will be com- ing, the council should think about a selling price, fo~ the land at 4545 Yellowstone Ave. At 8:55 p.m., Councilman Quick moved to go into executive session for the purpose of discussing personnel matters as authorized by Idaho Code 67-2345 (b). Councilman Landon seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Kinghorn, yes. 100% of councilmembers voted in favor of motion. No action or final decision was made. At 9:50 p.m., Councilman Landon moved to adjourn from executive session meeting to regular meeting. Councilman England seconded. All councilmembers voted in favor of motion.
