Cotant, Jr., Councilmembers Leroy S. Quick, Steven M. England, Dwain A. Kinghorn, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Councilman David A.~Landon was excused. Meeting was called to order at 7:35 p.m. by Mayor Cotant. APROVAL OF MINUTES - Mayor Cotant asked for additions or corrections to the minutes of September 27, 1988 and Special Meeting Minutes of October 5, 1988. Councilman England moved to approve the minutes of September 27, 1988 as read. Councilman Quick seconded. All councilmembers present atlmeet. lng voted in favor of motion. Councilman Kinghorn moved to approve the Special Meeting Minutes of October 5, 1988 as read. Councilman England seconded. All council- members present at the meeting voted in favor of motion. APPOINTMENT OF LAND USE & DEVELPMENT COMMISSION MEMBER - Mayor Cotant suggested the appointment of Kerry Ellis, 820 Todd to the Land Use & Development Commission. Councilman Quick moved to approve the appointment of Kerry Ellis, 820 Todd to fill the unexpired term of Larry Call on the Land Use & Dev- elopment Commission, which expires, June 1, 1990. Councilman England seconded. All councilmembers present voted in favor of motion. PROCLAMATION - UNITED NATIONS DAY - Mayor Cotant read the proclamation in full. Councilman Kinghorn moved to direct Mayor Cotant to proclaim, Oct- ober 24, 1988 as "United Nations Day". Councilman Quick seconded. All councilmembers present voted in favor of motion. CLAIMS - Handcheck claims presented to Mayor Cotant and Council. City Clerk Ron Conlin explained there are several changes on line items, in the 1988-89 Fiscal Year Budget. Clerk Conlin said the computer print-out claims will be ready, Friday, October 14, 1988 and if okay, he would like to present the claims to the council, then poll the council for approval of claims. The council said this would be okay. Councilman England moved to approve a handcheck claim for $285.00 to Idaho Planning Assn. for registration to planning meetings. Councilman Kinghorn seconded. All councilmembers present voted in favor of motion. FINANCIAL REPORT FOR MONTH of September presented to Mayor Cotant and Council. 146 QUARTERLY REPORT for July, August and September, 1988 was presented to Mayor Co%ant and Council. GENERAL DISCUSSION - 1) Councilman Kinghorn suggested the Chubbuck Fire Department Personnel Policy be approved as soon as possible. Fire Chief Cary Campbell gave a report on changes in the policy. 2) Fire Chief Cary Campbell stated, it has been a little over three years since the 1985 Building Code was adopted. Chief Campbell suggested the 1988 Buildings& Fire Code, Sign Code and Mechanical Code be adopted. Attorney Holmes was directed to prepare a resolution to be presented at the October 25, 1988 Council Meeting. 3) Mayor Cotant and Council will prepare breakfast for the Chubbuck Fire Department, Saturday, October 15, 1988, 8:00 a.m., at Cotant Park Concession Stand. The Fire Department will have a control burn at 4650 Hawthorne. Road after the breakfast, weather permitting.
