COUNCIL MEETING MINUTES
September 27, 1988
Minutes of a regular meeting held in the city municipal building,
September 27, 1988.
Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick,
Steven M. England, David A. Landon, Dwain A. Kinghorn and city
Clerk Ron C. Conlin. Public Works Director Steven M. Smart was
excused.
Meeting was called to order at 7:31 p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for additions or corrections
to the minutes of September 13, 1988.
Councilman Kinghorn moved to approve the minutes of September 13,
1988 as read. Councilman Landon seconded. All councilmembers voted
in favor of motion.
INTERGOVERNMENTAL AGREEMENT - CITY OF POCATELLO ANIMAL CONTROL - Attorney
Holmes reported there are no changes in the agreement the council
approved January 26, 1988.
Jerry Fetzer, 541 Canal s~tated she is working on a grant to build
a animal shelter in the City of Chubbuck.
Mayor Cotant said he had talked to Bill McKee of McKee's Feed and
Seed and he showed some interest in taking the animals, selling
the~ etc.
Mayor Cotant told Jerry Fetzer to continue working on the grant,
and keep the City informed on the progress.
After discussion, Councilman Landon moved to direct Mayor Cotant to
enter into the Animal Control Intergovernmental Agreement With the
City of Pocatello. Councilman Kinghorn seconded. All councilmembers
voted in favor of motion.
REQUEST OF WAIVER OF SANITATION CHARGE TO JOHN VALENTY AT 108 E. CHUB-
BUCK ROAD - John Valenty sent a request to Mayor Cotant and the
Council to waive his sanitation charge at 108 E. Chubbuck Rd.
After considerable discussion, Councilman Quick stated he would
visit Mr. Valenty. ~-
PROCLAMATION - SCOUTING FOR A GOOD TURN DAY - Mayor Cotant read the
proclamation in full.
Councilman Englandmoved to direct Mayor Cotant to proclaim, October
8th, 1988 as "Scouting for a Good Turn Day". Councilman Landon
seconded. All councilmembers voted in favor of motion.
CHUBBUCK PRIDE REPORT - Debbie Ellis, 820 Todd was present to report
on Chubbuck Pride activities.

Mrs. Ellis said the Chubbuck Pride Committee would like the
City of Chubbuck to be recognized as a separate city. Mrs. Ellis
stated she has contacted a representative from Representative
Stalling'soffice~to meet with Mr. Davenport from the Post Office.
Mayor Cotant said Mr. Davenport contacted him about three weeks
ago, at that time he said there was some changes that might be
happening, and he would be in touch. Mayor Cotant said he would
call him tommorrow.
Mary Harker, 783 Boyd said the Chubbuck Days Committee met last
week and would like to offer the following suggestions for next
year. Mrs. Harker suggested the Mayor pick a Chubbuck Days Chair-
man in January this year. Mrs. Harker suggested one of the following
couples be appointed Chubbuck Days Chairperson for 1989.
Gary & Linda Bringhurst James Eborn and Wife
George & Mae Shiozawa Vern Tilton and Wife
Vic Herbert & Wife
Mrs. Harker suggested a day be set aside for Chubbuck Days and the
same day be used every year.
The following suggestions were discussed:
1. Attract more adults with more adult activities - picnic, etc.
2. Encourage setting booths up early.
3. Breakfast might be too expensive for some residents.
4. Awards, dance and flag ceremony was great, however the flag
ceremony might be shortened.
5. Missed the antique cars in the parade last year. Need to
make sure they are invited back next year.
Mrs. Harker thanked the council for putting trees in Vera Armstrong
Park this year.
PROCLAMATION - AIDS AWARENESS WEEK - Mayor Cotant read the proclamation
in full.
Councilman Quick moved to direct Mayor Cotant to proclaim October
2-8th, 1988 as Aids Awareness Week. Councilman England seconded.
All councilmembers voted in favor of motion.
JOINT PROCLAMATION - UNITED CAMPAIGN MONTH - Mayor Cotant read the
proclamation in full.
Councilman Kinghorn moved to direct Mayor Cotant to proclaim the
month of October, 1988 as United Campaign Month. Councilman Quick
seconded. All councilmembers voted in favor of motion.
LES SCHWA~ TIRES - Mr. Dave Cox, Les Schwab Tires was present to
introduce Les Schwab Tires to Mayor Cotant and Council.
Mayor Cotant stated, that while the City makes an effort to purchase
locally, we do look at all quotes and service when purchasing any

tires, supplies, etc. Mayor Cotant told Mr. Cox to continue providing
quotes.
CHUBBUCK FIRE DEPARTMENTS PERSONNEL POLICY - Fire Chief Cary Campbell
was present to discuss the personnel policy with Mayor Cotant and
Council.
Mayor Cotant and Council discussed the personnel policy, page
by page. There were several changes.
Councilman Kinghorn proposed Mayor Cotant, Council and Volunteer
Fireman meet, October 5, 1988, 7:00 p.m. at Council Chambers to
discuss the Chubbuck Fire Departments Personnel Policy.
DELIQUENT ACCOUNT REPORT - City Clerk Ron Conlin passed to Mayor Cotant
and Council, a bad accounts report for delinquent accounts for years
1980-1983.
City Clerk Conlin reported the bad accounts have been sent to the
credit bureau for collection, with no results.
City Clerk Conlin suggested the bad accounts be removed from the
computer. The office will continue to try to collect the accounts.
Councilman Landon moved to remove the bad accounts from 1980-1983,
from the computer. Councilman England seconded. All councilmembers
voted in favor of motion.
PROCLAMATION - NAVY DAY - Mayor Cotant read the proclamation in full.
Councilman Quick moved to direct Mayor Cotant to proclaim October
13, 1988 as "Navy Day". Councilman Landon seconded. All council-
members voted in favor of motion.
CLAIMS - Computer print-out and handcheck claims present to Mayor Cotant
and Council.
Councilman Landon moved to approve the computer print-out and hand-
check claims as read. Councilman Kinghorn seconded. All councilmember
voted in favor of motion.
GENERAL DISCUSSION -

Mayor Cotant stated the Council is invited to the Shoshone
Bannock Tribe's Celebration, September 30, 1988 at 7:00 a.m.
6:30 p.m.

Mayor Cotant suggested a bulletin board be installed at Smith's
Food King. Proclamations, announcements, etc. will shown on the
board. The City will proceed installing the board as soon as
possible.
3) Attorney Fees - City Clerk Ron Conlin reported the total budget

line item for legal has surpassed what was budgeted. After discussior
it was decided City Clerk Ron Conlin, Mayor Cotant and City
Attorne~ wouldmeet and discuss the problem.
At 10:00 p.m., Councilman England moved, Councilman Landon seconded,
with full council approval to adjourn the meeting.
