COUNCIL MEETING MINUTES
July 26, 1988
Minutes of a regular meeting held in the city municipal building,
July 26, 1988
Present: Mayor John O. Cotant, Jr., Councilmembers Boyd L.
Fullmer, David A. Landon, Steven England, Attorney Tom Holmes,
Public Works Director Steven M. Smart, and Secretary Myrna
Crapo
Meeting called to order at 7:45 pm by Mayor Cotant
APPROVAL OF MINUTES: Mayor Cotant asked for any additions
corrections.

Boyd Fullmer moved to approve the minutes of July 12, 1988.
Councilman England seconded. All councilmembers voted in
favor of the motion.
GENERAL BUSINESS:
TOM ATKINS the General Chairman for the 1988 Centennial Committee
presented Mayor Cotant with a belt buckle, 100 year history
of the 1st Ward and a painting by Minervia Tiechert showing
the Pioneers comming west. He thanked the Mayor and council
for their help.
DETECTIVE RICHARD WEBB advised the council that there were complaints
by parents of their children stealing money from their homes
so they could buy candy at the Whiting's candy store in Paradise
Acres.
The Mayor asked officer Webb to keep track of the situation
and whatever seems appropriate to bring it back to the council
with his recommendations.
DETECTIVE SCOTT BIRCH presented to the council the results of
a bid they had for software.
The bids were from VIA/SYS for $15,568.00 and from
Data Solutions for $7,945.00 The Data Solution bid did not
meet the specifications. They asked the council to approve
the purchase on a lease option from ¥IA/SYS.
The council then discussed the software capabilities, and
the purchasing by lease.
Councilman Steven England moved to accept the bid from ¥IA/SYS
on the grounds that it was the only one that met the criteria.
David Landon seconded the motion with all councilmen voting
in favor.
Boyd Fullmer moved that the mayor and other city officials
are authorized to enter into a lease with option to purchase
for the software and associated serviced from VIA/SYS of Park
City, Utah. Said lease shall be in accordance with Idaho
law and shall be reviewed and approved by the city attorney
prior to finalization. Steven England seconded with all council
members vo.ting in favor.

AN
ORDINANCE Of the City of Chubbuck, Idaho, to provide for the
exercise of the city's local option as provided by Idaho Code
Section 39-1108 with respect to regulation and licensing of
day care services; to provide for licensing and regulation
of day care services; to provide for background checks with
respect to persons employed by or providing day care services;
to provide for certain fire code standards with respect to
day care facilities; to provide a schedule of fees; to provide
for penalities for violation of said ordinance; repealing
prior conflicting ordinances; providing for the severability
of the provisions of this ordinance; and providing when this
ordinance shall become effective.
The mayor asked for comments from the Police. Jerry Rowland
along with Cary Campbell and Tom Holmes had prepared the ordinance.

1. Steve Smart introduced Nancy Bateman from the Journal.
2. Steve informed the council about the 911 meeting that he
attended with Cary Campbell and Arnold Stone.

CLAIMS
The computer print-out and handcheck claims had been presented
to the Mayor and Council
Councilman Fullmer moved to approve the computer print-out
and handcheck claims. Councilman England seconded with all
the councilmen voting in favor.
At 9:45 p.m., Councilman Landon moved, councilman Fullmer
with full council approval to adjourn the meeting.
