COUNCIL MEETING MINUTES
June 4, 1988
Minutes of a special meeting held in the city municipal building,
June 4, 1988.
Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick, Steven M.
England, Boyd L. Fullmer, David A. Landon, Attorney Thomas J. Holmes, Public
Works Director Steven M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 8:00 a.m. by Mayor Cotant.
PURPOSE OF MEETING was to discuss With residents around Cotant Park, the impact-~
of the baseball and soccer programs.
Mayor Cotant welcomed residents residing on Ponderosa, Teton, Victor and Tahoe
Streets that are affected by the sports programs going on at Cotant Park.
Mayor Cotant stated, the baseball and soccer people have been asked to park
on the park side of the streets, and felt they would cooperate. The City has
opened the south side of the park for overflow parking, this should help with
some of the parking problems. Mayor Cotant said there is a 163 parking spots
around the park, if people will park within the lines.
Discussion about lighting the fields:at Cotant Park. Mayor Cotant stated he
felt Cotant Park would not be lighted now or in the future.
Residents in the area brought up the following problems and suggestions:
1. Rumors about lights being installed at Cotant Park.
2. Are mens slow, pitch leagues going~to be allowed to play at Cotant Park.
3. Soccer people were asked to not use the fields until baseball program is over.
4. Too much activity being scheduled at the park. Games are being scheduled Fridays
and Saturdays and they should not be.
5. Trash blowing in yards from the baseball fields.
6. Radios in cars being played too loud.
7. Parents do not watch little children while at the games.
8. Baseball program is being played too late at,night.
9. Need to continue good police enforcement,around the park.
10. Park budget has been cut from$16,000.O0 to$O,O00.O0 this year. When using
other parks, there is a need for extra workers, which will impact the budget.
11. Marsha Fullmer suggested the infields be grass. Would stop the blowing dust.
12. Suggestion that the baseball season be extended, and stop Friday and Saturday
games. Girls sof%ball can play through the summer, rather that starting in
May.
Todd Williams, 4616 Tahoe stated his family has a problem, in that, when the
soccer people are warming up and practicing, they kick soccer balls into his
garden, climb the fence and do a lot of damage. Mr. Williams stated he has talked
to some of the kids, but they are rude and do not care.
It was stated someone is hitting golf balls in the Cotant Park. This should be
stopped at once.
Coaches should not practice near the edges of the parks. It would be too easy
to break windows or put dents in cars.

A resident on Bonanza stated when the snow melts in the spring, his basement
gets flooded
Hattie Landon stated a concenn tha~ Some people speed and drive reckless while
leaving the park area. Need good police patrol to end the problem.
Councilman Fullmer suggested a center line be painted all along the park area, to
stop the corner cutting that is occurring.
Councilman England suggested the council come withs~6n~equidelines and pass them
to Chubbuck Recreation Director Dave Sherman for enforcement
After discussion it was decided~ Chubbuck Recreation Director Dave Sherman and
his officers along with Mayor Cotant, Larry Miller and Councilman Englar\d witl. meet
Tuesday, June 7, at 5:00 p.m., and discuss the problems and solutions discussed
at this meeting. If needed the committee will be scheduled later in the Jm'ne
14, 1988 Council Meeting to discuss any of the problems that cannot be corrected.
Councilman Fullmer moved, Councilman England seconded, with full council approval
to adjourn meeting.

Pursuant to Idaho Code Section 50-604, the undersigned
Mayor of the City of Chubbuck, Idaho, hereby calls a special
meeting of the City Council to be held at the Chubbuck City
Municipal Building, 5~60 Yellowstone Avenue., at the hour of
8:00 a.m., on the 4th day of June 1988. The object of the special
meeting shall be to Discuss Cotant Sports Program.
