Cotant, Jr., Councilmembers Leroy S. Quick, Steven M. England, Boyd L.~Fullmer, David A. Landon, Attorney Thom~s J. Holmes, ~ublic ~omks D~ector S~even'M. Smart and City Clerk Ren C. Conlin. Councilman Fullmer was not present ~ntil 8:25 p.m. Meeting was called to order at 7:31 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the minutes of April 12, 1988. ~fte~ discussion, Councilman Quick ~oved to approve the minutes of April 12, 1988 with the following correction: Page 61, Paragraph 2; Councilmember Landon was absent and did not vote no, on Ordinance #302. Councilman Landon seconded. All councilmembers present voted in favor of motion. PROCLAMATION - POPPY DAYS AND POPPY MONTH - Mayor Cotant read the proclamation in full. Mrs. Hilda Hudsen was presentto report/on.Poppy Days and ~oppy Month. Councilman Landon moved to direct Mayor Cotant to proclaim May as Poppy Month and May 13h and 14th, 1988 as Poppy Days in the City of Chubbuck. Councilman Quick seconded. All councilmembers present, voted in favor of motion. ORDINANCE #303 - An ordinance of the City of Chubbuck, providing for change of land Use aistrict with respect to certain lands within the boundaries of the City of Chubbuck located in the north one-half, section 1I, township 6 south, Range 34 E.B.M., from Agricultural (A) to Single Family Residential (R-l); declaring that the city council finds that such change in Land Use District is compatible with the Land Use Pattern prescribed by the City's Comprehensive Plan. Mayor Cotant read Ordinance #303 in full. Councilman England moved to dispense with the rule of reading Ordinance #303 6n three separate days. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Fullmer, absent. Councilman Quick moved to adopt Ordinance #303 as read. Councilman England seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Fullmer, absent. ORDINANCE #304 - An ordinance providing for change of land use district with respect to certain lands within the boundaries of the City of Chubbuck located in the south- east quarter, Section 4, Township 6 South, Range 34 E.B.M., from Limited Residential (R-2) to Single-Family Residential (R-l); providing for changes in the Land Use Pattern prescribed in the city's Comprehensive Plan; declaring that the City Council finds that such change in Land Use Distict is compatible with the alterations made in the Land Use Pattern prescribed by the City's Comprehensive Plan. Mayor Cotant read Ordinance #304 in full. 65 ORDINANCE #304 - (Cont.) Councilman Quick moved to dispense with the rule of reading Ordinance #304 on three separat~ days. Councilman Landor seconded. Roll Call Vote: Quick, yes; England, yes; Landor, yes; Fullmer, absent. Councilman Quick moved to adopt Ordinance #304 as read. Councilman Landor seconded. ORDINANCE - An ordinance of the ~ity of Chubbuck, providing for the establishment of no parking fire lane zones next to business or commerical establishments~ to provide for penalties for parking in a designated no parking fire lane zones. Mayor Cotant read ordinance in full. Mayor Cotant suggested the Council review the no parking in fire lane zones ordinance and discuss at the May 10, 1988 Council Meeting, after the ordinance is reviewed by the Pine Ridge Mall and Smith's Food King management for comments. Council decided to table the ordinance until the May 10, 1988 Council Meeting. CLAIMS - Computer print-out and handcheck claims have been presented to Mayor Cotant and Council. After discussion, Councilman Landor moved to approve claims as read. Councilman England seconded. All councilmembers present voted in favor of motion. UTILITY RATE INCREASE DISCUSSION - The Council passed a Utility rate increase of 15¢ per thousand gallons o~ water used, 18% on sewer rates and 16% on sanitation rates at the last council meeting. A resolution has been prepared for Council approval. Public Works Director Steve Smart presented the Council with a Utility Rate Comparis6.n'~ of cities in the area. Discussion about What, increased rates will do to some businesses in the City. Discussion about several different scenaric~ presented-by Public Works Director Smart. After considerable discussion, the council directed Public Works Director Smart to D~ese~t a corrected utility rate comparison, Councilman Landor suggested, when the rates are increased, the City send a letter to businesses in the City, advising them of the rate decrease **Correction** The Council decided to call a special meeting on April 28, 1988, at 4:30 p.m, to discuss Che rate increase further. GENERAL DISCUSSION - 1) Councilman Fullmer reported a problem at Cotant Park when baseball and soccer games are going on. The residents facing the park are having a problem with people at the games parking in.front of their driveway. It was decided to create more~parking,~by parking on the grass area. Police Department to be more receptive during games. 67 GENERAL DISCUSSION - (Cont.) lb. Another problem is some kids are not using the restrooms, but, going else- where in the park. Itzwas decided to provide prot6ble ~athrooms during games. lc. Councilman Fullmer stated he received complaints from residents in the area of papers=and cups~etcv~ blowing in yards. The ball fields should be picked up after games. Mayor Cotant stated he would discuss with Larry Miller and Dave Sherman to get the problem corrected. Decided to put more garbage cans on outer areas. Mayor Cotant suggested the City Police be in the park during games. 2) Councilman Fullmer suggested the City buy everything possible, within the City. Mayor Cotant said he would check with Dennis Stone to make sure we are doing everything within reason to purchase City needs in Chubbuck. 3) Councilman England reported the kids are having trouble getting through the bar- cie~ia~:Boyd Street pathway with their bicycles. Mayor Cotant said he would check the problem in the morning and_discuss at Staff Neeting. FINANCIAL REPORT for month of March was presented to Mayor Cotant and Council.
