COUNCIL MEETING MINUTES
February 9, 1988
Minutes of a regular meeting held in the city municipal building,
February 9, 1988.
Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick, Boyd L.
Fullmer, David A. Landon, Attorney Thomas J. Holmes, Public Work Director
Steven M. Smart and City Clerk Ron C. Conlin. Councilman England was excused.
Meeting was called to order at 7:37 p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
Speci. al Meeting minutes of January 26, 1988 and Regular Meeting minutes of
January 26, 1988.
Councilman Fullmer moved to approve the Special Meeting minutes of January 26,
1988 as read. Councilman Quick seconded. All councilmembers present voted in
favor of motion.
Councilman Landon moved to approve the minutes of January 26, 1988 as read.
Councilman Quick seconded. All councilmembers present voted in favor of motion.
ORDINANCE #298 - An ordinance of the City of Chubbuck, Idaho, amending section
18.12.030 (A) of the Chubbuck Municipal Code to modify restrictions on the
placement of accessory structures, as that term is defined in Chapter 18.04 of
the municipal code; modifying section 3.01. (B) (1) of the uniform building code
to allow one-story detached accessory buildings having a projected roof area not
exceeding 240 square feet~
Mayor Cotant read Ordinance #298 by title. Ordinance #298 has been read two
times by title and one time in full.
Councilman Quick moved to adopt Ordinance #298 as read. Councilman Fullmer
seconded. Roll Call Vote: Quick, yes; Fullmer, yes; Landon, yes; England, absent.
ORDINANCE - An ordinance of the City of Chubbuck, Idaho, amending the land use
provisions of the Chubbuck Municipal Code to distinguish between major and minor
home occupations; to provide for minor home occupations; to provide for major
home occupations to be permitted only upon the issuance of a conditional use permit
to define and establish regulations governing both major and minor home
occupations.
After discussion the Council decided to review the ordinance further.~The ordinance
will be on the February 23, 1988 Council Meeting.Agenda:for discussion.
PROCLAMATION - VOCATIONAL EDUCATION WEEK - Mayor Cotant read proclamation in full.
Councilman Quick moved to direct Mayor Cotant to proclaim February 8-14, 1988,
as Vocational Education Week. Councilman Landon seconded. All councilmembers
present voted in favor of motion.
PROCLAMATION - SOOUT WEEK - Councilman Fullmer suggested the council
direct Mayor Cotant to proclaim the week of February 8-14 as Scout Week in the
City of Chubbuck.
FINANCIAL REPORT FOR MONTH of January presented to Mayor Cotant and Council.

The Council was in agreement that Mayor Cotant would proclaim February 8-14~ 1988
Scout Week in the City of Chubbuck.
PROCLAMATION - PRESIDENT'S MONTH - Council was in agreement to direct Mayor Cotant
to proclaim February, President's Month.
APPOINTMENT - LAND USE & DEVELOPMENT COMMISSION MEMBERS - Mayor Cotant presented
the names of Richard Pearson and Jerry Tydeman to fill the unexpired terms of
Ted Corrington and Dee Stalder respectively, on the Land Use and Development
Commission.
Councilman Fullmer moved to approve the appointment of Richard Pearson to fill
the unexpired t~rm of Ted Corrington, which expires June 1, 1990 and the
appointment of Jerry Tydeman to fill the unexpired term of Dee Stalder, whiah
expires~J~ne 1, 1988, to the [and Use and Development Commision.,Councilman
Quick seconded. All councilmembers present voted in favor of motion.
APPOINTMENT - NOBAMPO BOARD - Mayor Cotant asked Councilman Fullmer if he would be
w~lling to serve on the NOBAMPO Board with Public Works Director Steve Smart.as
representives from the City of Chubbuck.
Councilman Fullmer stated he would accept the appointment to the NOBAMPO Policy
Board.
Councilman Landon moved to direct Mayor Cotant to appoint Councilman Fullmer
to the NOBAMPO Policy Board. Councilman Quick seconded. All councilmembers
present voted in favor of motion.
CLAIMS - Computer print-out and handcheck claims presented to Mayor Cotant and
Council.
After discussion, Councilman Quick moved to approve computer print-out and
handcheck claims as presented. Councilman Fullmer seconded. All councilmembers
present voted in favor of motion.
Councilman Quick stated, Oouncilman Fullmer and Veloy Fullmer, City Building
Custodian are Jot related.
GENERAL BUSINESS -
1)
There will be a Special Meeting, March 1, 1988 at 5:00 p.m. It was decided
all volunteer fireman are invited to the meeting. Mayor Cotant suggested
the volunteer fireman express their concerns to their captains and the
captains present the concerns about the Chubbuck Fire Department Personnel
Policy to Mayor Cotant and Council.

Councilman Quick gave a report on the decision to hire a Police Officer.
Councilman Quick reported Officer Tim Messuri is leaving the Chubbuck
Police Department February 12, 1988, which will leave the Police Department
short one officer. Mayor CotanC suggested the Police Officers in the depart-
ment,~be invited:~to~a council:lmeeting.

Councilman Quick gave a report on Officer Dick Webb's progrees in getting
the Explorer Post going again. Councilman Quick reported the Police Depart-
ment has received 16 good applications.
4) Cities-County Meeting will be held on February 26, 1988, Noon, at Chubbuck
Council Chambers.
1986-87 FISCAL YEAR AUDIT - Scott Jones, City Auditor was present to report on the
1986-87 Fiscal Year Audit.
Councilman Quick moved to accept 1986-87 Fiscal YearrAudit as presented by
City Auditor Scott Jones. Councilman Fullmer seconded. All councilmembers
present voted in favor of motion.
At 8:53 p.m., Councilman Landon moved, Councilman Quick seconded, with full
council approval to adjourn meeting.
