Cotant, Jr., Councilmembers Leroy S. Quick, Steven M. England, Beyd L. Fullmer, David A. Landon, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 7:00 p.m. by Mayor Cotant. PURPOSE OF SPECIAL MEETING is to conduct a town meeting, and discuss a snow removal ordinance SNOW REMOVAL ORDINANCE - An ordinance regulating the operation and parking of motor vehicles during snow emergency and establishing penalties for violation of the ordinance. Mayor Cotant and Council reviewed the first drafL of an ordinance regulating the operation and parking of vehicles during a snow emergency. ~orma Banta, 4927 Pleasant View Stated her concern, ~s her family has 6 vehicles, which makes it impossible to keep all of them off the street. Wayne Webb, 545 Bonanza expressed concern of what would happen if he went out of town, and we had a bad storm, would he get towed. Randy Broadhead, 850 Todd expressed the following concerns: 1) Nbat happens ~hen a resident has ~isitors, will their cars be towed. 2) Where is the snow going to be pushed. If it is pushed on the sidewalks, it creates a hazard for children. 3) Mr. Broadhead suggested the snow be pushed in vacate lots~around the City. 4) Problem intersections in the City should be cleared as soon as possible. Some intersections and streets are more hazardous than others, because of drifting, etc. 5) Mr. Broadhead suggested the City go back and clear driveway entrances to some of the businesses. Mrs. Barta said she has a problem in that, the gravel that is spread on the road, ends UP ~n her yard. Mrs. Barta suggested while the city is looking at an ordinance to remove vehicles from the street during snow storms, why not do something about requiring residents and businesses to remove snow from their sidewalks, within a certain time limit. Mayor Cotant stated there are laws requiring this, but, it is difficult to enforce. Mayor Cotant read the proposed ordinance by title only. After considerable discussion, it was decided the ordinance will be presented on the January 26, 1988 Council Meeting. The council was asked to review the ordinance, if there is a problem, or changes contact Attorney Holmes. 11 SNOW REMOVAL ORDINANCE - (Cont.) Mr. Wayne Webb suggested when there is a heavy snow storm, contact the _ press, advising them the city's plans for snow removal. At 8:15 p.m., Councilman Quick moved, Councilman England seconded, with full council approval to adjourn meeting. ~O~.~~yor Ron C. Conlin, City Clerk CALL OF SPECIAL MEETING CITY OF CHUBBUCK Pursuant to Idaho Code Section 50-604, the undersigned Mayor of the Cit~ of Chubbuck, Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck City Municipal Building, 5160 Yellowstone Avenue., at the hour of 7:00 p.m., on the 19th day of January 1988. The object of the special meeting shall be to conduct a town meeting. NOTICE OF SPECIAL MEETING TO: MAYOR AND COUNCIL OF THE CITY OF CHUBBUCK, IDAHO. Pursuant to the call set forth above, notice is hereby given of a special meeting of the Chubbuck City Council at the time and place, and for the object, recited in the call.
