153 COUNCIL MEETING MINUTES October 10, 1989 Minutes of a regular meeting held in the city municipal building, October 10~ !9~9. Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick, Steven M. England, David A. Landon, Dwain A. Kinghorn, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to the minutes of September 26, 1989. Councilman Kinghorn moved to approve the minutes of September 26, 1989 as read. Councilman Landon seconded. All councilmembers voted in favor of motion. PUBLIC HEARING - ORDINANCE - An ordinance of the City, amending Chubbuck Code Section 18.12.030 (J) to provide for screening of commerical products stored outdoors; to provide for screening of outdoor storage in industrial areas; to provide for the partial screening of storage areas where products are being offered for sale to the public. Mayor Cotant declared the public hearing open. Mayor Cotant read the ordinance in full, for the first reading. Dean Renfrow, 226 Mingo stated, for the last 14 years he has had a junkyard across the street from him..Mr. Renfrow asked what can be done about the problem. Mayor Cotant said he has talked to Officer Phelps about the problem, Officer Phelps reported he had talked to3Mr. Larkin, 231 Mingo, Mr. Larkin said everything in the yard would be removed. Mr. Renfrow stated, there has been some action, but, the area is still a mess. Mayor Cotant invited Mr. Renfrow to attend Staff Meeting, to discuss some of the problems on Mingo Lane. Gary Ratliff, 4970 Apache Ave. said he would like to address some othez problems regarding the Land Use Ordinance. Mr. Ratliff stated he did not have a problem with this screening ordinance. Mayor Cotant suggest- ed Mr. Ratliff contact City Offices and be put on a future council meeting agenda, to discuss his problems with the Land Use ©~dinance. Mayor Cotant declared the public hearing closed, and asked the council for comments. Councilman Quick suggested the ordinance be read at three meetings. Mayor Cotant stated the public would be allowed to offer comments regarding the screening ordinance at the next council meeting. 155 RESOLUTION #9-89 - A resolution designating a polling place, and appoint- ing Election Judge and Election Clerks, and compensation of such Election Judge and Clerks shall be $35.00. Councilman England asked if there would be a problem with Hattie Landon being appointed election clerk, with Dave Landon being on Council. Attorney Holmes said there would not be a problem with Hattie Landon being appointed an election clerk. the Councilman Landon moved to adopt Resolution ~9-89 as read. Councilman England seconded. All councilmembers voted in favor of motion. ORDINANCE - CAMPER - An ordinance clarifying Chapter 8.12 of the Chubbuck Municipal Code with respect to the parking of campers, motorhomes and like vehicles on public streets and public property. Mayor Cotant read Camper Ordinance in full for second reading. Mayor Cotant suggested the Camper Ordinance be reviewed and discussed at the October 24, 1989 Council Meeting. LETTER OF SUPPORT - The City of Pocatello is considering an application for approx. $70,000.00 to the State of Idaho for a Senior Citizens Facility grant funded by Community Development Block Grant Funds. Funds, if awarded, would be used for the general rehabilitation of existing Senior Citizens Center, including replacement of floor cover- ing, refurbishing meal preparation area. Chubbuck Senior Citizens have requested a letter of support go to the Community Development and Research Department in favor of funds to be used for the general rehabilitation of existing Senior Citizens Center. Councilman England moved to issue a Letter of Suppor~ to be presented to the State of Idaho for a Senior Citizens Facility grant funded by Community Development Block Grant Funds, to be used for the general rehabilitation of existing Senior Citizens Center. Councilman Quick seconded. All councilmembers voted in favor of motion. DAMAGE CLAIMS PRESENTED BY DWIGHT ROMRIELL AND KEVIN JOHNSON - Dwight Romriell, 13840 Moonglo presented a claim saying his vehicle window was hit by a rock thrown by a weed eater operated by a work release worker, October 6, 1989 at the Chubbuck Interchange. The amount of Mr. Romriell's claim is $84.18. Kevin Johnson, 657 Tyhee, American Falls presented a claim stating his vehicle window was hit by a rock thrown from a weed eater operated by a work release worker October 6, 1989 at the Chubbuck Interchange. The amount of the claim is $459.06. Officer Jim Phelps said it was possible, because a work release work- er was working in the area. damage claims to City Insurance Company for determination of liabilit~ Councilman England seconded. All councilmembers voted in favor of motion. 157 FINANCIAL REPORT for month of September, 1989 presented to Mayor Cotant and Council. QUARTERLY REPORT for 4th quarter presented to Mayor Cotant and Council. CLAIMS - City Clerk Ron Conlin stated, because of several new numbers and changes on the 1989-90 Fiscal Year Budget, the claims are,not ready. City Clerk Conlin asked approval to poll the counci~ when claims are ready. Council gave their approval. GENERAL DISCUSSION - 1) Dean Renfrow, 226 Mingo invited Mayor Cotant and Council to a pancake breakfast, the 15th of October, from 8:00 a.m. to 1:00 p.m. at the Memorial Building. Mr. Renfrow said all proceeds from the breakfast go to the Idaho State Veterans Home. At 8:14 p.m., Councilman England moved, Councilman Quick seconded, with full council approval to adjourn meeting.
