COUNCIL MEETING MINUTES
March 21, 1989
Minutes of a special meeting held in the city municipal building,
March 21, 1989.
Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick,
Steven M. England, David A. Landon, Dwain A. Kinghorn, Public Works
Director~Steven M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 5:13 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING shall be to discuss water and sewer rates
for mobile home courts. ~
At the October 25, 1988 Council Meeting, several mobile home court
owners was present to express concern, water and sewer rates are too
high. Randy Hoffer, Bell Trailer Court said Chubbuck water and sewer
rates are causing him to lose money on his spaces.
Public Works Director Steve Smart passed to Mayor Cotant and Council
sewer and water utility spreadsheets, utility rate comparisons and
utility revenues and expeditures sheets for study.
Public Works Director Smart stated he used the basic and commodity
concept.
Mayor Cotant and Council compared and worked with several different
concepts in billing sewer and water rates for mobile home courts.
Public Works Director Smart suggested we start over ~ith bonafide
methods of calculating the water and sewer rates. Steve said, Gerd
Dixon, himself and City Auditor Scott Jones could develop an equitab~
water and sewer rate structure, but, it would take some time.
Council was in agreement that the rates throughout the City have to
be equitable to all concerned.
Discussion about the possibility of implementing a declining block
rate.
Councilman England asked if there is any justification to give a
mobile home park, a discount on water, and still be equitable throug~
out the city.
City Clerk Ron Conlin was asked to get information on tax base for
mobile home parks.
Public Works Director Smart stated, if mobile home court rates are
lowered, every resident in the City will have to pick up the burden.
After considerable discussion, council directed Public Works Direct-
or, Gerd Dixon and City Auditor to work on a water, decling block
rate.

8:26 p.m., Councilman England moved, Councilman Kinghorn seconded,
with full council approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned
Mayor of the City of Chubbuck, Idaho, hereby calls a special
meeting of the City Council, to be held at the Chubbuck City
Municipal Building, 5160 ~lloWstone Ave., at the hour of
5:00 p.m., on the 21st.-day of March, 1989. The object of
the special meeting Shall be to discuss water and sewer rates
for mobile home courts.

TO: MAYOR AND COUNCIL OF THE CITY OF CHUBBUCK, IDAHO.
Pursuant to the call set forth above, notice is hereby
given of a special meeting of the Chubbuck City Council at the
time and place, and for the object, recited in call.
