Minutes of a special meeting held in the city municipal building,
September 4, 1990.
Present: President of Council Steven M. England, Council members
Leroy S. Quick, David A. Landon, W. Dean Wood, Public Works
Director Steven M. Smart, and City Clerk Ron C. Conlin.
Mayor John O. Cotant and Attorney Thomas J. Holmes were
excused.
Meeting was called to order at 5:00 p.m. by President of Council
Steven M. England.
PURPOSE OF MEETING shall be to: 1) Conduct Public Hearing on 1990-
91 Fiscal Year Budget. 2) Ordinance ¢342 Annual
Appropriation Ordinance. 3) Resolution ¢6-90 - Certifying tax
levies to County Auditor.
PUBLIC HEARING - BUDGET FOR FISCAL YEAR, 1990-91 - President of
Council England declared the public hearing open and asked
for comments from public.
Asst. Police Chief Jerry Rowland stated the reason the Adopt-
a-Cop, Block Homes, Neighborhood Watch and Community Education
Programs might have to be cut back or dropped is the Police
Department case load is too heavy. Asst. Chief Rowland said
the only way some of the programs might continue at the same
level, is by adding an additional officer, that is not
included in the budget at this time.
Mary Harker, Program Manager, After School Today-SIECAA, Ellis
Elementary School and Luther Perkins, Pine Ridge Mall
presented letters of concern about possible cut backs in the
following programs in the Chubbuck Police Department.
Adopt A Cop
Neigborhood Watch
Block Home Program
Community Education
All had good comments about Chubbuck Police Department.
Council received a petition from Heritage West Subdivision
with several signatures in favor of hiring additional officer.
Marcia Billby, Chubbuck School, George Michelan, Tyhee School,
Diane Brower, 4874 Freedom, Kaylynn Brown, 4866 Independence
and Linda Leffert, 4948 Freedom was present to express concern
about any cuts in the above programs. All were in favor of
council hiring additional officer, to maintain the level of
service on these programs.

President of Council England declared the public hearing
closed.
Asst. Police Chief Rowland gave a report on how he would use
the officer, if hired.
Councilman Quick stated he is working with the Police
Department and realizes their lack of personnel problem.
Councilman Landon expressed concern of hiring an individual
now, then not having the funding next year, then having to lay
the individual off, losing the training the person received.
Discussion about possibility of losing revenues in Sales Tax
Revenue and Highway, Streets and Roads revenues when new
census comes out.
Council was in agreement that the additional police officer,
should be added, if at all possible.
Councilman England suggested we look at ways of funding the
additional officer in the future, but for now the Police
Department Budget will stay as read.
ORDINANCE #342 - An ordinance, appropriating the several sums of
money deemed necessary and sufficient to defray all expenses
and liabilities of the City of Chubbuck for the fiscal year
beginning on the 1st. day of October, 1990 and ending the
30th. day of September, 1991, and designating the different
funds to which shall be drawn and paid and known as the
"Annual Appropriation Ordinance of Fiscal Year 1990-91"
pursuant to the provision of Section 50-1003, Idaho Code.
President of Council England read Ordinance ~342 by title only
for the first reading.
City Clerk Ron Conlin read expenditures in all departments.
Councilman Wood moved to dispense with the rule of reading
Ordinance ~342 on three separate days. Councilman Landor
seconded. Roll Call Vote: Quick, yes; England, yes; Landon,
yes; Wood, yes.
Councilman Quick moved to adopt Ordinance ~342 as read.
Councilman Wood seconded. Roll Call Vote: Quick, yes; England,
yes; Landor, yes; Wood, yes.
RESOLUTION ¢6-90 - Be it resolved by the Council, to pa~-the
estimated expenses of said City, that there be levied against
all the taxable property of the said City, the following
amounts for Fiscal Year 1990-91, and that the same be
certified to the County Auditor of Bannock County.
President of Council England read Resolution ¢6-90 in full.
Councilman Landon moved to adopt Resolution ~6-90 as read.
Councilman Quick seconded. All council members voted in favor
of motion.
At 5:45 p.m., Councilman Landon moved to go into executive session
meeting to discuss hiring of a public official, as authorized
by Idaho Code 67-2345 (a). Councilman Wood seconded. 100% of
Council members voted in favor of motion.
FC Cary Campbell stated his concerns about need fgr hiring
additional full time fireman.
No action or final decision is was made.
At 5:52 p.m., Councilman Landon moved to adjourn from
executive session meeting to regular meeting. Councilman Wood
seconded. All council members voted in favor of motion.

CALL OF SPECIAL HEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building,
5160 Yellowstone Avenue, at the hour o4 5:00 p.m., on the 4th. day,
of September, 1990. The object of the special meeting shall be to
1) Conduct Public Hearing for 1990-91 Fiscal Year Budget. 2) Adopt
Annual Appropriation Ordinance. 3) Resolution - Certifying tax levy
to County Commissioners.
