COUNCIL MEETING MINUTES
January 16, 1990
Minutes of a special meeting held in the city municipal building,
January 16, 1990.
Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick,
Steven M. England, David A. Landon, Public Works Director Steven
M. Smart.and City Clerk Ron C. Conlin. Councilman W. Dean Wood and
Attorney Thomas J. Holmes were excused from meeting.
Meeting was called to order at 7:05 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING shall be to discuss improving looks of Yellow-
stone Ave.
Mayor Cotant said the purpose of the meeting tonight is to review and talk
with owners of businesses and residents on Yellowstone Ave., about the
appearance of Yellowstone Ave.
Mayor Cotant asked for comments and suggestions from public.
Nancy Lowe, Petrol's Pantry she felt there are lots, just down E. Chubbuck
Rd. that have two problems: 1) Beautification problem. 2) Potential
fire hazard.
Mayor Cotant suggested some of the vacant lots might be grassed and
maintained.
Dorm Fenner, 4708 Yellowstone Ave. asked if there is an ordinance, that
would require trees to be cut down and removed. Mr. Fenner said there
is a problem, just to the south of him. If it is considered a nuisance
the problem can be correct by enforcing the ordinance.
Bart Parrish, 4950 Yellowstone expressed concern of the Chubbuck Inter-
state Interchange. Mr. Parrish felt this was one of the biggest eye-
sores in the city. Mayor Cotant stated the State opted not to grass
the interchange, because of maintenance. Mayor Cotant said the State
has been contacted recently, about grassing the interchange and they
might participate.
Discussion about vacant lots around Smith's Food King.
Mayor Cotant told business owners and residents, if they have any suggest
ions to, please, contact the City.
Discussion about Y~llowstone Ave. businesses and residents not clearing
their sidewalks after snow storms.
Doug Smith, 4937 Yellowstone said the snow patrol is breaking the curbs
at times.
Mayor Cotant expressed concern of not enough turning radius at Chubbuck
and Yellowstone Ave.

Mayor Cotant expressed concern about HUD homes in the area, not being
maintained, when someone is getting paid for maintaining. We have
contacted people in charge, this should improve next year.
Mayor Cotant stated the city does help remove gravel, sand, etc. from
sidewalks, parking lot entrances in the spring of the year.
Mayor Cotant said with the help of residents and businesses w~. can
make Yellowstone Ave. an attractive street.
At 7:39 p.m., Councilman England moved, Councilman Landon seconde~, with
full council approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building,
5160 Yellowstone Avenue, at the hour of 7:00 p.m., on the 16th day,
of January, 1990. The object of the special meeting shall be to
discuss improving looks of Yellowstone Avenue.

Pursuant to the call set forth above, notice is hereby given
of a special meeting of the Chubbuck City Council at the time and
