COUNCIL MEETING MINUTES
November 12, 1991
Minutes of a special meeting held at the city municipal building,
November 12, 1991.
Present: Mayor John O. Cotant, Council members Leroy S, Quick,
Steven M. England, David A. Landor, W, Dean Wood, Attorney
Thomas J. Holmes and Public Works Director Steven M. Smart]
Meeting was called to order at 5:35 p.m. by Hayor Cotant.
PURPOSE OF MEETING is to discuss a proposed Building Moving
Ordinance.
ORDINANCE An ordinance adopting Chapter 15.36
Building Standards" setting forth standards for
buildings.

Mayor Cotant read the ordinance for review.
Rodney Parrish, 689 E. Parrish expressed concern a mobile home
will be required skirted in a uniform color.
James Foster, 249 Parrish stated, at times, a mobile home
owner might save monies by not being required to paint the
skirting a uniform color. ~
Mayor Cotant said the City is trying to clean up subdivisions
and mobile home parks, this ordinance will help. Mayor'Cotant
stated we have requests from some mobile home park owners, for
help in cleaning up their parks. Mayor Cotant and Attorney
Holmes explained to Mr. Parrish the reason for dispensing with
the rule of reading an ordinance on three separate days at
times.
Hr. Parrish said he would prefer to study the proposed
ordinance, rather that it being passed tonight.
Discussion about State Code requirements of blocking mobile
homes.
Mr. Parrish expressed concern, a mobile home will be required
to have a minimum of eight vents around the skirting.
Discussion about skirting requirements.
Ken Brazelton, Bell Trailer Court said some RV owners come in
and want to stay for a few months for, construction work or
maybe some other reasons, will this ordinance effect them.
It was decided, after nine months, an RV type vehicle will be
required to comply with ordinance.

Discussion about who inspects for the State, when a mobile
home comes into the City. State Plumbing Inspector is Jay
Meline and the State Electrical Inspector is Bob Middleton.
At this time there is no one from the State inspectin9
structures or blocking.
Mobile Home Park Owners present were in favor of reviewing
proposed ordinance, then meeting next Tuesday, November 19th.,
1991 at 5:30 p.m. Attorney Holmes was directed to redraft the
proposed ordinance with ohanges discussed, then mail to mobile
home park owners and those concerned.
Councilman Wood suggested the City make mobile home owners
moving into the city aware, that if they plan on selling their
mobile home with HUD Financing, they have to go by the HUD
Code.
Councilman Quick made a motion to extend the 30 day
moratorium, not allowing second hand homes to be moved into
Mobile Hanor Subdivision, an addition 10 days. Councilman
Landon seconded. All council members voted in favor of motion.
Mayor Cotant read the proposed "Building Moving Ordinance" in
full.
Mayor Cotant suggested the mobile home park owners review the
redraft of the Building Moving Ordinance, then discuss at the
November 19th., 1991 Council Meeting.
At 7:42 p.m., Councilman Quick moved, Councilman England
seconded, with full council approval to adjourn meeting,

Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 5:30 p.m., on Tuesday, the ~2th. day of November, 1991.
The object of the special meeting is to discuss a proposed Building
Moving Ordinance.
