Present: Mayor John O. cotant, council members Leroy S. Quick,
Steven M. England, David A. Landon, W. Dean Wood, Attorney
Thomas J. Holmes and Public Works Director Steven M. Smart.
Meeting was called to order at 6:05 p.m. by Mayor Cotant.
PURPOSE OF MEETING is to review the Facility Planning Study of
Chubbuck Waste Water Collection.
CHUBBUCK WASTE WATER COLLECTION SYSTEM FACILITIES PLANNING STUDY -
Jim Keller, Forsgren Associates was present to present the
Chubbuck Waste water Collection System Facilities Planning
Study.
The City of Chubbuck approached the State of Idaho for help
in performing a systematic evaluation of our system. The.State
agreed to this Waste water Collection System Evaluatio~ as a
Facilities Planning Study and to participate in the funding.
The purpose of this report is to present the information
collected and the results of the waste water collection system
Facilities Planning Study. Specific goals of the Study are as
follows:
1. Collect information on the Study area.
2. Establish the characteristics of the waste water which
is collected by the system.
3. Establish a computer model of the existing collection
system.
4. Evaluate the existing waste water collection system,
including waste water pump stations.
5. Identify those system components that are inadequate
and establish alternatives for addressing the problem.
6. Provide preliminary layout and cost information to
extend the waste water collection system into
unsewered areas.
Mr. Keller presented population projections, along with a
report on the City of Chubbuck's five sewer pump stations.
Mr. Keller presented a Pump Station Condition Summary, with
pump efficiencies.
The report includes improvement costs on the five pump
stations.

Mr, Keller said based on testimony from City personnel and the
T.V. inspection, the Chubbuck collection and interceptor lines
have been found to be in good condition and no major
rehabilitation projects appear to be necessary at this time.
The existing collections facilities should provide excellent
future service for many years.
Mr, Keller stated after evaluating these various unsewered
areas, it has become apparent that sewer service could be
extended to these areas in a phased approach with some areas
being left unsewered in the initial phases,
First Priority:
1, Dell Street;
2. Tyhee Area; and
3. Brandy Lane Trailer Park Area.
Second Priority:
1. S & N Estates; and
2. Lacey Vista Acres,
Third Priority:
1, Whitewater Area;
2. Bonnie Gear Acres; and
3, Bar X Tracks Areas.
These areas can be served at any time and in any priority as
long as the Phase Z and II systems had already been installed.
Mr. Keller gave proposed costs on the unsewered areas and
unsewered sub areas.
At 6:00 p.m., August 13, 1991 the council will hold a Special
Meeting with residents of Dell Road neighborhood. The report
has identified this area as one that should be sewered. Being
included in the report would enable funding assistance from
the State, The council will discuss their situation with them
directly prior to the hearing. The Public Hearing will be held
on August 27, 1991 at 8:00 p.m.
At 7:45 p.m., Councilman England moved, Councilman Landor seconded,
with full council approval to adjourn meeting,

CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 6:00 p.m., on the 30th. day of July, 1991. The object
of the special meeting is to review the facility plannin9 study of
Chubbuck Waste Water Collection.
