COUNCIL MEETING MINUTES
May 14, 1991
Minutes of regular meeting held in the city municipal building,
May 14, 1991,
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, David A. Landon, W. Dean Wood, Attorney
Thomas J. Holmes, Public Works Director Steven M. Smart and
City Clerk Ron C. Conlin.
Meeting was called to order at 7:30 p.m. by Mayor Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections or
additions to the minutes of April 26, 1991.
Councilman Wood moved to approve the minutes
1991 as read. Councilman Quick seconded. All
voted in favor of motion.

PROCLAMATION - "POPPY DAYS" - Mayor Cotant read the proclamation
in full.
Councilman Quick moved to direct Mayor Cotant to proclaim May
as "Poppy Month", and May 1?th. and 18th. as "Poppy Days"
Councilman Wood seconded. All council members voted in favor
of motion.
PROCLAMATION - "BUCKLE UP AMERICA! WEEK" - Mayor Cotant read the
proclamation in full.
Councilman Landon moved to direct Mayor Cotant to proclaim,
May 20, through May 27, 1991 as "Buckle Up America! Week".
Councilman England seconded. All council members voted in
favor of motion.
KIMBERLY NURSERIES - Jack Wright, Kimberly Nurseries said they
would like to contribute in some way to the City. Mr. Wright
presented to Mayor Cotant and Council an event, Kimberly
Nurseries puts on in Elko, Nevada annually, and would like to
do the same in the City of Chubbuck.
Mr. Wright proposed for Mayor Cotant and Council's
consideration to have a Kick Off to the Christmas Spirit,
approx, a month before Christmas. Mr. Wright said he would
like to invite as many people as will come within a two to
three hour period for a free chili dinner, pop, etc. Mr.
Wright said the price of admission, is a christmas present for
a needy child.
Mr. Wright said he would like to get together four sponsors
to the event.

Mr. Wright said they would like to have a world
fireworks display set off by a man from Salt Lake City
that has set off several displays in prior years.

Mr. Wright asked Mayor Cotant and Council for support from
Fire Department, Police Department, (crowd control). Mr.
Wright said if the City has, they will need bleachers for
seating.
Mr. Wright stated there will be no cost to the City, other
than help from the Police and Fire Departments, and any
bleachers available.
Mr. Wright presented to Mayor Cotant and Council a video of
a previous event.
Council was in agreement to support the event.
SALE
OF FD 1983 PLYMOTH RELIANT - Chubbuck Fire Department has for
sale a 1983 Plymoth Reliant Sedan to be sold by sealed bid to
the highest bidder, to be sold on an, as is-wherei$ basis.
The City received the following bids:
Cindy Campbell $375.50
Charles Dickman $5.00 over the highest bid up to $450.00.
Mr. Dickman was asked if his bid is $450.00. Mr. Dickman
said yes, his bid is $450.00.
Councilman Landor moved to accept the high bid of $450.00 from
Charles Dickman. Councilman Wood seconded. All council members
voted in favor of motion.
NOSAMPO SPEED LIMIT RECOMMENDATIONS - Joe Cleon, NOBAMPO presented
a study of speed limits on several street segments and made
recommendations regarding speed limits on those streets.
Mr. Olson said NOBAMPO is recommending the streets be posted
at the speed most people are already driving.
The Council reviewed and discussed the Speed Limit Evaluation.
After discussion, the Council decided to invite residents that
live on Hiline Rd. from Chubbuck Rd. north to city limit,
Hiline Rd. from Chubbuck Rd. south to city limits, Chubbuck
Rd. from Yellowstone Ave. east to Hiline Rd. and Whitaker Rd.
from Chubbuck Rd. north to city limits to the May 28, 1991
Council Meeting to discuss changing speed limits in their
areas. Mr. Olson said he will be present at the meeting.

CLAIM - SEWER BACK UP - Ron and Tammy Riecks, 120 Burnside filed
claim with the City stating, On Sunday May 12, 1991, the floor
drain in the basement backed up from the city sewer line and
created a flood all through the basement. They originally
called the plumber from Apollo Drain, he inspected the
back-up drain and found it to be the city sewer main line.
The claim is for $465.00, plus furniture and carpet
cleaning.
PWD Smart reported someone vandalized a manhole, dumped
rocks, garbage, brush, etc in the manhole. PWD Smart said the
area was cleaned by city employees on Hay 2, 1991.
Councilman England moved to direct City Clerk Conlin to
present the claim to the City Insurance Company. Councilman
Landon seconded. All council members voted in favor of
motion.
CLAIMS - Computer print-out and hand check claims presented to
Mayor Cotant and Council.
Councilman Quick moved to approve computer print-out and hand
check claims as read. Councilman England seconded. All council
members voted in favor of motion.
GENERAL DISCUSSION -
1. PWD Smart stated Velbert Jackson approached him about
the City purchasing a 2' by 90' strip of land just north
of the land purchased for fire station addition. (West of
Michelson's). Council directed PWD Smart to ask Mr.
Jackson, if he would donate the land to the City.
FINANCIAL REPORT for month of April presented to Mayor Cotant and
Council.
At 8:46 p.m., Councilman Landon moved to go into executive session
meeting to discuss replacing retiring Chief of Police Arnold
Stone, as authorized by Idaho Code 67-2345 (a). Councilman
Wood seconded. Roll Call Vote: Quick, yes; England, yes;
Landon, yes; Wood, yes.
No action or final decision was made.
At
9:05 p.m., Councilman England moved to adjourn from executive
session meeting to regular meeting. Councilman Landon
seconded. All council members voted in favor of motion.
