Minutes of a special meeting held at the city municipal
October 27, 1992.

Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, David A. Landon, W. Dean Wood, Attorney
Thomas J. Holmes, PWD Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 7:00 p.m. by Mayor Cotant.
PURPOSE OF MEETING is to conduct a public hearing in regards to
obtaining comment on the Chubbuck Downtown Urban Renewal Area
Plan.
PUBLIC HEARING - Notice hereby given by the Chubbuck Development
Authority and is being considered for adoption by %he council,
and that the plan contains a revenue allocation financing
provision that will cause property taxes resulting from any
increases in equalized assessed valuation as shown on the base
assessment roll to be allocated to the Chubbuck Development
Authority for urban renewal purposes.
Mayor Cotant declared the public hearing open asking for
comment tot, or against the Urban Renewal Plan.
Scott McDonald, Executive Director of SICOG, Inc. gave an
explanation of how the tax incremental financing works.
Mayor Cotant explained the Hawthorne/Siphon Road intersection
Improvements will not be included in the Chubbuck Urban
Renewal boundaries because the intersec%ion is not within
Chubbuck City Limits. T~is is Bannock County's responsibility.
Scott McDonald suggested an adjustment be made tonight,
adjusting the Urban Renewal Boundaries, to exclude the
Hawthorne/Siphon Road Improvements.
James Branvold, representing School District ¢25 skated he is
not here to give testimony, but wanted to hear about, and read
the Urban Renewal Plan, then visit with the School Board, at
that time the School District will give a formal response.
James Branvold expressed concern about the boundaries covering
too much area, there might be projects not related to the
development site included.
Attorney Holmes stated the Urban Development Plan is designed
to take more of an infrastructure approach where, if the City
can build up sewer and water capacity, we will attract
commercial business.

Guy Price, Bannock County Deputy Attorney expressed the same
concerns Mr. Branvold expressed.
Gary Moore, Bannock County Ambulance District Representati~
expressed concern of giving up future revenues.
Mayor Cotant declared the public hearing closed.
Commissioner Carolyn Meline stated Bill Ailer, County Streets
and Roads Dept. told her the Hawthorne/Siphon Road
Intersection is being looked at by Bannock County.
Mayor Cotant suggested the Hawthorne/Siphon Road Intersection
project be started as soon as possible, if Bannock county
willing to do it.
Councilman Quick moved to adopt an amended Chubbuck Urban
Renewal Pian that cuts back the area, excluding the portion
of the proposed area north of Circle Inn Road (see Resolution
¢11-92). Councilman Wood seconded. All council members
voted in favor of motion.

Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City council to be held at the Chubbuck Municipal Building, at
the hour of 7:00 p.m., on Tuesday, the 27th. day of October, 1992.
