Cotant, Council members Leroy S. Quick, Steven M. England, David A. Landon, W. Dean Wood, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Rom C. Conlin. Meeting was called to order at 7:35 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to Regular Meeting Minutes of August 11, 1992, Special Meeting Minutes of August 11, 1992 and Special Meeting Minutes of August 18, 1992. Councilman Wood moved to approve regular meeting minutes of August 11, 1992 as read. Councilman Quick seconded. All council members voted in favor of motion. Councilman England moved to approve special meeting minutes of August 11, 1992 as read. Councilman Quick seconded. All council members voted in favor of motion. Councilman Quick moved to approve special meeting minutes of August 18, 1992 as read. Councilman England seconded. All council members voted in favor of motion. PUBLIC HEARING - 1992-93 FISCAL YEAR BUDGET - Mayor Cotant declared the public hearing open. Mayor Cotant stated the 1992-93 Fiscal Year Budget presented, includes a 13~% increase in property taxes over last year's property taxes. Mayor Cotant stated last year's property taxes for a typical home of $50,000.00 was $287.52, this year's estimated property taxes for a typical home of $50,000.00, is $322.10. This will amount to a $34.58 increase on a typical home valued at $50,000,00. Mayor Cotant stated, at previous meetings there were no complaints about services residents are receiving, the concerns were taking a such a large percentage increase all at once, especially with the jail bond approval school levy etc. ' Mayor Cotant explained health benefit changes to city employees. Council was asked, if the City checked into other ways to get revenues, rather than raising property taxes. 193 PUBLZC HEARZNG - 1992-93 FZSCAL YEAR BUDGET - (cont.) Mayor Cotant explained tax increment financing. Star Jenson, 6002 Eden asked how Wal-Mart is going to contribute to the infrastructure improvement. Mayor Cotant sa~d Wal-Mart is contributing $100,000.00, this will have no affect on the sewer and water bill. Fines for shoplifting, etc. goes through the court system, the City gets a share, which is ~ncluded in this budget. Wayne Roder~ok, 4920 Hawthorne Rd. stated the property tax request should increase with growth of the City. Mr. Roder~ck suggested we leave the budget on the same level as last year, and operate within the budget. PWD Smart gave an explanation of how the 1% Initiative works. George Pieper stated, Bannock County, School D~strict and City are all raising taxes, you add all these together, it is tough to swallow. Mayor Cotant explaqned the C~ty has been limited to the 5% cap per year for the last several years. Chief Rowland gave an explanation of equipment purchases in the budget. It was suggested to prevent vandalism, parents need to take better charge of their children. It was suggested the parents of the children causing the problems, be billed for the problem. Chief Rowland explained the Police Department scheduling problems. Chief Rowland stated we are invoicing parents of kids caught causing vandalism, this helps some, but, does not take care of the whole problem. Dwain Kinghorn, 145 Hiway spoke in favor of the 13% increase, because if the 1% Initiative is passed, the City fo Chubbuck revenue will be limited, which will affect city services. Ray Coles, 227 Briscoe Rd. stated he ~s on a fixed income, all these tax increases are hurting. Mr. Coles Is against the tax increase. Rodney Parrish, Parrish Store spoke against the 13% increase. PUBLIC HEARING - 1992-93 FISCAL YEAR BUDGET - (cont.) 195 Mayor Cotant explained health insurance benefits have been decreased this year, next year if premiums go up the city is looking at employees contributing to the premium. City of Chubbuck has a mutual aid agreement with the City of Pocatello and Bannock County. Robert Rupp, 4644 Ponderosa stated the council has worked, and decreased the increase to 13%, the city needs to progress, Mr. Rupp is in favor of the 13%. Chief Rowland was asked what happens next year, will you be back asking for another increase, Chief Rowland stated he will come back next year, if the 1% Initiative is not passed, and ask for another officer. Chlef Rowland gave an explanation of how Chubbuck Explorers are used in the Police Department. City Clerk Conlln stated 75% of the increase goes to police requests, 25% goes to salary increases and health insurance increases. Discussion about paint striping throughout the city. Council thanked residents for input and attendance at this meeting and prior meetings. City Clerk Conlin read 1992-93 Fiscal Year Budget expenditures and revenues. Councilman England moved to adopt the 1992-93 Fiscal Year Budget as read. Councilman Wood seconded. All councll members voted in favor of motion. ORDINANCE ~381 - An ordinance appropriating the several sums of money deemed necessary and sufficient to defray all expenses and liabilities of the City of Chubbuck for the flscal year beginning on the 1st. day of October, 1992 and ending on the 30th. day of September, 1993, and designating the different funds to whqch shall be drawn and paid, and known as the "Annual Appropriation Ordinance of Fiscal Year 1992-93" pursuant to the provisions of Section 50-1003, Idaho Code. Mayor Cotant and Attorney Holmes read Ordinance ¢381 in full for the first reading. Councilman Landor moved to dispense with the rule of reading Ordinance ¢381 on three separate days. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Wood, yes. 197 ORDINANCE #381 - (cont,) Councilman Quick moved to adopt Ordinance ¢381 as read. Councilman Wood seconded. Roll Call Vote: Quick, yes; England, yes; Landor, yes; Wood, yes. RESOLUTION ¢8-92 A resolution advising State Tax Commission proper public notice and public hearing held pursuant to the provisions of Section 63-2224 through and including Section 63-2226, Idaho Code. Councilman England moved Councilman Wood seconded. of motion. to adopt Resolution ¢8-92 as read. All council members voted in favor RESOLUTION ¢9-92 - Dollar certification of budget request to Board of Bannock County Commissioners. Mayor Cotant road Resolution ¢9-92 in full. Councilman Quick moved to adopt Resolution ¢9-92 as read. Councilman Landon seconded. All council members voted in favor of motion. RAILROAD CAR ON WHITAKER RD. RESIDENCE - PROPOSAL BY MELVIN JACKSON Mr. Jackson asked the council to table the proposal until the September 8, 1992 Council Meeting. ORDINANCE - An ordinance defining and establishing standards for the practice of massage or massage therapy; requiring additional information for business license purposes. Council decided to review the massage parlor ordinance, and discuss at September 8, 1992 Council Meeting. ORDINANCE ¢382 - An ordinance amending Chapter 9.20 of the Chubbuck Municipal Code to provide for animal control fees to be set by resolution of the Chubbuck City Council rather than by ordinance. Attorney Holmes read Ordinance ~382 by title only, while explaining the changes. Councilman Landor moved to dispense with the rule of reading Ordinance ~382 on three separate days. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Landor, yes; Wood, yes. Councilman Wood moved to adopt Ordinance ¢382 as read. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Landor, yes; Wood, yes. 199 RESOLUTION ~10-92 - A resolution adopting revised fees pursuant to Chapter 9.20 (Animal Control) of the Chubbuck Municipal Code. Councilman Quick moved to adopt Resolution ¢10-92 as read. Councilman Landon seconded. All council members voted in favor of motion. TANABE LAND PROPOSAL - Discussion about potential purchase of Tanabe Land to the NE of City Hall. Mayor Cotant suggested George Shiozawa be invited to the next council meeting to present a proposal. GENERAL DISCUSSION: 1) Should cities donate to, or fund Bannock Development Corporation, Cable Commission, etc. 2) Vandalism in city parks is costing residents several thousand dollars every year, yet residents in the area see nothing, most of the time. CLAIMS Computer print-out claims presented to Mayor Cotant and Council. Councilman Wood moved to approve computer print-out claims as read. Councilman Landon seconded.
