HomeMy WebLinkAbout08 04 1992 Special CMCOUNCIL MEETING MINUTES August 4, 1992 169 Minutes of special meeting held in the city municipal building, August 4, 1992. Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Dean Wood, Public Works Director Steven M. Smart and Secretary Colleen Wood. Councilman David A. Landon and Attorney Thomas J. Holmes were excused. Meeting was called to order at 7:30 p.m. by Mayor John O. Cotant. PURPOSE OF MEETING is to discuss a 1992-93 Fiscal Year Budget Town Meeting. 1992-93 FISCAL YEAR BUDGET TOWN MEETING - The concern of the people at this meeting was that we had Just had a bond passed for a new jail and that the Schools was pending a bond and that retired persons or fixed income people just could not stand for any more increase in there property taxes. The opening statement from Mayor was explaining to the people that this was the 5th meeting that we had and that last time there was 1 person who showed up and he wasn't concern about taxes he was concern that we were going to Caqse water again. Ne (the mayor) explained the reason for the increase. The law w~ll not allow for us to go on the way thing have been. The remaining was turned to Chief of Police, Jerry Rowland, and Asst Police Richard Webb. Jerry said that out of all the letters we send out we received two phone calls and neither one was on the tax increase. Jerry, commented that we have had over 800 hours comp-time already this year. We have lost 3 Office this year and we are just now being abe to replace them, plus the fact that our burglary have gone up a lot and Captain Webb as of today has been able to close all of them (approx 25 or 30). A lot of these are due to people not locking there cars and homes. Question, if the bike patrol was cost effectqve? The bicycle patrol is one of the best things that we have done for a long time, however most of the time has been donated at this time. In a 24 hour period there are times when we have no officers on duty. Nowever the time is rotated. Was asked about the reserve program, but because of the liberty insurance we could not continue with that. The attorney fee's have gone up because every time an arrest is make everyone goes out and get and lawyer and that cost also. 171 1992-93 FZSCAL YEAR BUDGET TOWN MEETZNG - (cont.) - If we don't offer a good starting wage we become a training base and we need to offer enough so the officer would want to stay. Dwain Kinghorn explained that due to the for sight of the fire department in wanting a facility large enough to house all of the fire equipment that now we are well prepared to take care off the massive fires that we are dealing with and even though we don,t want out taxes raised he felt tha~ that is what the police department is trying to get prepared for, is the future. If the Mayor and council decide they want to build on to the police department the have to have the tax dollars to do it I sure that we'll all be better off in the future. Vera Armstrong and Dorothy Ward said that they felt that the percent that they are asking for is just way out of reason for people on a fixed income. Referring to the whipping horse next door (pocatello) that is what is really hurting us. Its not the resident of Chubbuck, but because we have a sign separating us that why our police department has to maintain. Our crime rate is about 11th the state. Crime is third. If we cut personnel then we have to cut service. We need to find another way to provide service other than property taxes. Jerry suggested a local optical tax, with the Pine Ridge Ma]] located in Chubbuck our community wouldn't need any more money, but we can,t get our legislature off dead center to do it but we can. They Mayor felt we need to get the School taxes out of the property taxes. Jerry Rowland feels that whether we are a retired, middle age, or a young family we're all getting hit the same. Jerry Rowland explained how thrifty his department is i~:' buying there oars. The object of the speclal meeting is to: 1 · Conduct a 1992-93 Fiscal Year Budget Town Meeting, NOTICE OF SPECIAL MEETING TO: MAYOR AND COUNCIL OF THE CITY OF CHUBBUCK, IDAHO. Pursuant to the call set forth above, notice is hereby given of a special meeting of the Chubbuck City Council at the t~me and place, and for the object, recited ~n the call. Ron C.
