Cotant, Council members W. Dean Wood, Attorney Thomas J. Holmes and City Clerk Ron C. Conlin. Present from Land Use and Development Commission: Chairman Kent Kearns, Pete Anderson, Myrna Harker. Sonna Lynn Lewis was presented. LU&D Commission Cain and Mary Meeting was called to order at 6:45 p.m. by Mayor John O. Cotant. PURPOSE OF MEETING is discussion of the Comprehensive Plan with Council members and Land Use and Development Commission. The following statement recommendations were discussed: 12) Natural Resources Ensure the wise utilization of the city's natural resources for the benefit of present and future generations. 13) Energy - Encourage conservation of energy thrpugh efficient use of present resources and consider any new types of energy conservation in the future. Construct and adopt an energy resource code. ~: 14) Hazardous Locations Prevent the loss of life and/or property resulting from known natural and/or man made hazards. 15) Public Services - Endeavor to provide public services in a thorough and efficient manner as possible. Minimize the costs of providing public services through the use of intergovernmental cooperation. Sanitation - Maintain current sanitation services at present or better levels. Recycling - Adopt and encourage sanitation and recycling efforts though the use of centralized pick up points throughout the community. Use zoning and city codes to encourage energy conservation and recycling. Fire Protection - Keep fire protection consistent with the growth of the community and encourage cooperation with other entities in the area to maintain joint protection for all community citizens. Water - Maintain water quality at present quantities 77 COMPREHENSIVE PLAN - (cont.) that are consistent with the growth of the community as well as encourage ongoing program to maintain clean water as described by the Clean Water Act of 1992. Roads - Maintain a roadway system that encourages the best and most efficient use for traffic flow patterns in the city. Sewer - Maintain sanitary sewer quality at present quantities that are consistent with the growth of the community and encourage state and federal requirements be upheld. Transit - Encourage transit route expansion of the Pocatello Urban Transit's system district wide. Electric Maintain a uniform agreement to encourage energy conservation and develop an underground utility system for future growth of the community. Snow Removal - Maintain current levels of service for snow removal with the expansion of the city. Bikeways - Develop and encourage a bikeway system, throughout the community to reduce traffic and encourage community awareness. Impact Areas - Encourage impact agreements with Bannock County and Power County and the City of Pocatello by improving communications and cooperation between the entities. Intergovernmental Cooperation - Improve communications and cooperation among the various levels of government and agencies located near city. Police Protection - Maintain present levels of cooperation between the entities of Chubbuck, Pocatello, Bannock County and Power County to provide the most efficient and effective levels of police protection with the growth of the community. Sonna Lynn Lewis stated she will prepare a list of the Council's Community Design and Goals discussed, and get them to Ron Conlin for distribution. Meeting adjourned at 8:05 p.m.
