COUNCIL MEETING MINUTES
February 11, 1992
Minutes of a special meeting held at the city municipal building,
February 11th., 1992.
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, David A. Landor, W. Dean Wood, Attorney
Thomas J. Holmes and Public Works Director Steven M. Smart.
Present from Land Use and Development Commission: Land Use and
Development Commission Chairman Kent Kearns, Myrna Cain, Betty
Poole, Mary Harker, Pete Anderson, Gayle Anderson, Project
El~gineer Gerd Dixon and Don Galligan.
Meeting was called to order at 6:20 p.m. by Mayor Cotant.
PURPOSE OF MEETING is discussion of the Comprehensive Plan with
Council Members and Land Use and Development Commission.
Mr. Galligan stated originally he presented to the LU&DC,
three different data sets on transportation, housing and
population. Mr. Galligan said there is a section in Idaho Code
that requires a community design. When he presented this to
the LU&D Commission, they discussed the best ways to get
input, and formulate goals to come with some sort of vision
statement for the City. Mr. Galligan suggested the Council and
Land Use Development Commission discuss and come up with an
agenda for a public meeting.
Kent Kearns said he felt at times the Council and LUD
Commission were at odds, when making decisions. Mr. Kearns
felt if the Council and LUD Commission could get together and
discuss what we want the City of Chubbuck to look like in
the future, some of the concerns will be eliminated.
Mr. Kearns expressed concern the City does not require good
enough plans when accepting conditional use permit
applications. Some of the plans presented, are too vague.
Mr. Kearns suggested, we look at starting the Design Review
Committee again.
Pete Anderson stated we have an opportunity to continue the
trend Pine Ridge Mall and McBonald's have set, by continuing
the way they landscape north on Yellowstone Ave. Mr. Anderson
said he is in favor of the curb, gutter, sidewalk, streets and
landscaping ordinance.
Mr. Galligan said there is a misconception, that the more
restrictive we are, the less people will want to move in.
This is not the case, the cities that are growing fastest
across the United States, are the most restrictive.

Council was in agreement we need to be fair and equal
throughout the City, also be consistent in our decisions.
Discussion about several problem areas throughout the City.
Discussion about impact fees,
Councilman Wood said, right now, there are no commercial loans
available, so it might make a difference, whether or not a
business might locate in Chubbuck.
Pete Anderson suggested there be specific guidelines
addressing what the City wants along Yellowstone Ave. in the
Comprehensive Plan.

At 7:30 p.m., Councilman Wood moved, Councilman England seconded,
with full council approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 6:00 p.m., on Tuesday, the 11th. day of February, I992.
The object of the special meeting is to discuss Comprehensive Plan
with Land Use & Development Commission.
