COUNCIL MEETING MINUTES
October 26`h, 1999
Minutes of a regular meeting held at the Chubbuck City Council Chambers, October 26`h, 1999.
Present: Mayor John O. Cotant, Council members Steven M. England, Marvin C. Gunter, B.
Kent Kearns, Attorney Thomas J. Holmes and City Clerk Ron Conlin. Councilman Leroy
S. Quick and Public Works Director Steven M. Smart were excused.
Meeting called to order at 7:30 p.m. by Mayor Cotant.
PLEDGE ALLEGIANCE TO THE FLAG - Lead by Cory Myer.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the Regular
Meeting Minutes of, October 12`'', 1999.
Councilman Kearns moved to approve regular Council Meeting Minutes of, October 12 ',
1999 as read, Councilman Gunter seconded. All council members present voted in favor
of motion.
MASSAGE PARLOR APPLICATION - Dana M. Fountain, 315 Matt"ood Drive has applied for
a massage therapy business license to operate at 4990 Valenty Road #C.
All departments have reviewed the massage therapy license application and
recommended approval.
Councilman Gunter moved to grant a massage therapy business license to Dana M.
Fountain, 315 Mattwood Drive, Pocatello to operate at 4990 Valenty Road #C,
Councilman England seconded. All council members present voted in favor of motion.
DAYCARE LICENSE APPLICATION - Sharon M. Williams, 250 No. 5`h. Ave. #D, Pocatello,
Idaho has applied for a child care license to operate a child care business at Chubbuck
Elementary School.
All departments have recommended approval of the child care license.
Karen Nield presented their plans for operating the child care facility.
Sharon Williams suggested the City of Chubbuck do like the City of Pocatello and have
one contact person for information on their license request. Mrs. Williams stated the City
~ of Chubbuck made her responsible to contact each department, it took dozens of contacts
and a lot of time to get something done that should have been so simple. Mayor Cotant
said the City Staff will review the day care facility procedure to see what can be done.

Councilman Kearns moved to grant Sharon M. Williams, After School Adventures a day
care facility license to operate at Chubbuck Elementary School, Councilman England
seconded. All council members present voted in favor of motion.
ORDINANCE #519 - Repealing two entire Chapters of the Chubbuck Municipal Code, Chapter
2.16 establishing the municipal improvements and services advisory board and Chapter
2.32 establishing the Chubbuck Cable Commission.
Attorney Holmes read Ordinance #519 by title only, one of which was in full for third and
final reading.
Councilman England moved to adopt Ordinance #519 as read, Councilman Kearns
seconded. Roll Call Vote: Quick, absent; England, yes; Gunter, yes; Kearns, yes.
ORDINANCE - Amending portions of Chapter 15.20, building moving, to have all permit
applications filed with and permits issued by the Building Official; to shorten the time for
compliance from 90 days to 60 days; to require permit fees to be assessed in accordance
with Title LA of the 1997 Uniform Building Code or such similar Section of any other
building code adopted by the City Council.
Attorney Holmes read proposed ordinance by title only for the first reading.
Council tabled proposed ordinance until the November 9", 1999 Council Meeting.
ORDINANCE - Amending Section 5.28.020 to set forth the requirements to be a massage
therapist, including successful completion of a course of training, completion of a
minimum of three hundred (300) hours of training, minimum liability insurance of one
hundred thousand dollars ($100,000.), and display of a certificate of completion of course
training.
Mayor Cotant read ordinance by title only for the first reading.
Council decided to table the proposed ordinance until the November 9", 1999 Council
Meeting.
CLAIMS - Computer print -out claims presented to Mayor Cotant and Council.
Councilman Gunter moved to approve computer print -out claims as presented,
Councilman Kearns seconded. All council members present voted in favor of motion.

GENERAL DISCUSSION -
1. City of Chubbuck is taking the position, Halloween is Saturday Night, if residents want
to give out candy on Sunday, they should leave their light on.
2. City Clerk Conlin said, the Election is Tuesday, November 2nd, 1999. CC Conlin asked
when does Council want to canvas election results. After discussion, Council decided
to canvas the election results Thursday, November 2 "d., 1999 at 5:00 p.m.
Mayor Cotant suggested City notify and invite property owners on W. Chubbuck
and Hawthorne Road to the November 9", 1999 Council Meeting to discuss next year's
sidewalk, curb, gutter and road construction on these streets. Mayor Cotant suggested
City bid both ways, then have the option to go either way.
At 8:00 p.m., Councilman moved, Councilman seconded, with full council approval to adjourn
meeting.
