COUNCIL MEETING MINUTES
March 2'., 1999
Minutes of a Special Meeting held at Chubbuck City Council Chambers, March 2 °d., 1999.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin.
PURPOSE OF Special Meeting is to conduct a Study Session on street repair, throughout the
City.
Mayor Cotant stated he called this Special Meeting to discuss 1) Proposed 3% Idaho Power
Franchise Fee. 2) Vote for Bonding Increment Financing. 3) Local Improvement District
on, Burley Drive, north and south. Discuss repair and reconstruction of W. Chubbuck
Road from Yellowstone Ave. to Hawthorne Road, or City Limits, East Chubbuck Road
from Hiline to City Limits.
The following streets were discussed at length:
1. Hawthorne Road, north from W. Chubbuck Road to City Limits. Probably does not
need to be reconstructed at this time, maybe make a little more pedestrian friendly.
2. East Chubbuck Road, east from Hiline Road to City Limits. Possibly repair, and
construct to three lane street. City will talk to residents in area, to see how a local
improvement district will be received.
3. West Chubbuck Road, west from Yellowstone Ave. to Hawthorne Road, and to City
Limits. PWD Smart stated, W. Chubbuck Road is failing with sub grade failure, any
overlay project will be a waste of monies, W. Chubbuck Road to Hawthorne Road
will have to be rebuilt. PWD Smart stated W. Chubbuck Road is being tested to see
what condition the sub grade is in, the firm said they will have the test results in a
couple of months. This test report will tell us the alternatives we can go with.
4. Burnside Ave - PWD Smart stated, monies we put into Burnside Ave. is not going to
change the alignment, Burnside Ave does not need a lot of attention as compared to
some others.
5. Burley Drive, north and south of E. Chubbuck Road - PWD Smart stated, Burley
Drive does need a lot of attention.
Councilman Gunter suggested the Council set priorities, then follow through.
Discussion about ways to pay for the proposed street repair.
1. Property tax levy.
2. Tax increment funds.
3. Local Improvement District.

DISCUSSION ABOUT STREET REPAIR THROUGHOUT THE CITY - (cont.)
PWD Smart stated, if we develop a long range plan, then budget the tax increment
monies, gas tax monies, property taxes we have levied, along with a possible increase of
tax levy, we should have funds to pay for the reconstruction, and repair of streets we have
talked about tonight.
Discussion about bonding the tax increment monies, this would allow the City to do the
reconstruction and repair of streets all at once, instead of spread out over several years.
This street repair and construction would include repair and replacement of water and
sewer systems at the same time the street is be repaired.
Council was in agreement, 1) Development of a long range plan for streets, water and
sewer as soon as possible. 2) Attorney Holmes will check with bond counsel about
possibility of bonding the tax increment monies. 3) Putting pressure on the firm that is
testing sub grade of W. Chubbuck Road.
At 6:10 p.m., Councilman Quick moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 5:00 p.m., on Tuesday, the 2nd. day of March, 1999. The purpose of
Special Meeting is to conduct a Study Session discussing street repair throughout the City.

Pursuant to the call set forth above, notice is hereby given of a special meeting of the
