COUNCIL MEETING MINUTES
June 23, 1998
Minutes of a regular meeting held at city municipal building, June 23, 1998.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, W. Dean Wood, Attorney Thomas J. Holmes and City Clerk Ron C. Conlin.
Public Works Director Steven M. Smart was excused.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to regular
meeting minutes of June 9, 1998.
Councilman Wood moved to approve regular meeting minutes of June 9, 1998 as read.
Councilman Quick seconded. All council members voted in favor of motion.
ORDINANCE - Adding definitions for abutting zero lot line residence, zero lot line residence
and zero lot line fire wall to Section 18.08.010 to allow abutting zero lot line residences
in the areas where duplexes are allowed and to delete any reference to conditional use
permits for Planned Unit Developments. Second reading.
Mayor Cotant read ordinance by title for the second reading.
Council tabled the ordinance until the July 9, 1998 Council Meeting.
TOM DYER - FORCED AIR SYSTEMS - Mr. Dyer called and asked to be on the agenda, but
did not come to the meeting.
3000 GALLON ABOVE GROUND FUEL STORAGE TANK AND DISPENSING SYSTEM
BID - Council may wish to accept bid on 3000 gallon above ground fuel storage tank and
dispensing system.
Dennis Stone presented bids on the ground fuel storage tank and dispensing system.
Councilman Wood asked why the City cannot get quotes from Flying J, K & B Kwik
Stop, etc. The concern are stations with diesel not being open twenty four hours a day.
After discussion, it sounded like City Employees could install the system with help from
subcontractors, for at lot less cost.
Councilman England moved to reject all bids received for the 3000 gallon above ground
fuel storage tank and dispensing system. Councilman Gunter seconded. All council
members voted in favor of motion.

BID - 3000 GALLON FUEL & DISPENSING SYSTEM - (cont.)
Dennis Stone was directed to explore costs of City Employees, with subcontractors,
installing the fuel and dispensing system.
CLAIMS - Computer print -out claims presented to Mayor Cotant and Council.
Councilman Gunter moved to approve computer print -out claims as presented.
Councilman Wood seconded. All council members voted in favor of motion.
At 8:05 p.m., Councilman England moved, Councilman Gunter seconded, with full council
approval to adjourn the meeting.
