COUNCIL MEETING MINUTES
May 10, 1994
Minutes of a regular meeting held at the City Municipal Building,
May 10, 1994.
Presents Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, W. Dean Wood, Marvin C. Gunter, Attorney
Thomas J. Holmes, Public Works director Steven M. Smart and
City Clerk Ron C. Conlin.
Meeting was called to order at 7:30 p.m. by Mayor cotant.
PUBLIC HEARING - BISCOE MEADOWS SUBDIVISION - An application by
Dustin Whited/Larry Ratliff, 207 Brlscoe Rd., Chubbuck, Idaho
for review of a preliminary plat of proposed Briscoe Meadows
Subdivision located at 200 block of Briscoe Road.
Mayor Cotant declared the public hearing open.
PWD Smart said Mr. Whited would like to be exempted from the
requirement to place curb, gutter and sidewalk along the front
of the development. Neighbors attending the Land Use and
Development Commission Meeting were not in favor of requiring
Mr. Whited to install curb, gutter & sidewalk. Water and
sewer is available.
PWD Smart explained the formula for Cash in lieu of dedicated
park. The cost for each lot is S282.70.
There was no one opposed to the application, Mayor Cotant
declared the public hearing closed.
Councilman England moved to approve the Briscoe Meadows
Subdivision Preliminary Plat as presented sub3ect to 1)
Waiving the curb, gutter & sidewalk requirement. 2}
Requiring of Park Land Dedication of $282.70 per lot.
Councilman Quick seconded. All council members voted in fevor
of motion.
Mr. Whited requested a building permit as soon as possible,
he wants to get started on the project. Mr. Whited stated he
is aware of the 25 day appeal process, he said he will take
the chance.
ORDINANCE - An ordinance amending Section 18.16.040, to change the
personnel on the design Review Committee.
Mayor Cotant declared the public hearing open.

There being no comment, for, or against the ordinance, Mayor
Cotant closed the public hearing.
After discussion, Council decided to table the ordinance until
the May 24, 1994 Council Meeting.
At 7~40 p.m., Councilman England moved, Councilman Gunter seconded,
with full council approval to ad3ourn meeting.
