COUNCIL MEETING MINUTES
August 29, 1995
Minutes of special meeting held in the city municipal building,
August 29, 1995.
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, Marvin C. Gunter, Public Works Director
Steven M. Smart and City Clerk Ron C. Conlln. Councilman W.
Dean Wood and Attorney Thomas J. Holmes were excused.
Meeting was called to o~der at 5~1~ p.m. by Mayor Cotant.
PURPOSE OF MEETING was to discuss, 1) An ordinance establishing the
salaries of Mayor and Council. 2) Determine deposition of
Municipal Well No. 5. 3) Personnel Matter-Executive Session
Meeting.
ORDINANCE #441 - An ordinance establishing the salaries of elected
officials.
Mayor Cotant read Ordinance #441 in full for the first
reading.
Mayor Cotant suggested the Mayor's salary be increased to
$1,~00.00 per month, ($12,000.00 annual), and the Council's
salary be increased to $400.00 per month, ($4,800.00)
Councilman England stated he felt better about raising the
Mayor's salary, $200.00 per month, and leaving the Council's
salary the same, then take another look at the Council's
salary next election.
Councilman Quick stated he has been on the Council for 18
years, and there has been only one raise.
Councilman Quick moved to dispense with the rule requiring
Ordinance #441 to be read on three separate days. Councilman
England seconded. Roll Call Vote: Quick, yes; England, yes;
Wood, absent; Gunter, yes.
Councilman Gunter moved to adopt Ordinance #441 as read.
Councilman Quick seconded. Roll Call Vote= Quick, yes;
England, no, Wood, absent; Gunter, yes. Motion passes.
REPORT ON GROUNDWATER SAMPLING RESULTS FOR WELL NO. 5 PWD Smart
stated that based on the limited water quality data available,
it appears that the high total iron concentrations in water
samples collected from Well No. 5 are specific to the test
well and are not an aquifer problem.

CH2M Hill said despite the evidence to disprove, there is no
absolute assurance that the high total iron concentrations and
positive identification of iron and sulfate bacteria observed
Well No. 5 are purely isolated to the specific well and not
an aquifer problem. Based on the conclusions discussed, the
following options are outlined for the Council's
consideration.
Option 1 - Proceed with drilling the new municipal production
well, based on the assumption that the high total iron ~nd
bacteria present are specific to the test well and will ~not
pose a problem in the new production well.
Option 2 - Prior to drilling a new municipal production well,
Well No. 5 could be resampled, for dissolved and total iron
only, after purging the well for a period of 2 to 4 days at
25 gpm. A longer discharge period (up to a week) and a greater
discharge capacity would be more ideal in an effort to clean
up the groundwater in the wellbore and in the a~lifer matrix
in the immediate vicinity of the well. However, time and
monetary restrictions and logistics may deem a longer
discharge period, as infeasible.
In either case, the test well should be immediately
chlorinated and surged, in accordance with AWWA
Specifications, to bring the iron and sulfate bacteria
population under control.
After discussion, Council decided to go with, Option 2 as
presented.
At 6:00 p.m., Councilman Quick moved, Councilman Gunter seconded,
with full council approval to ad3ourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 5:00 p.m., on Tuesday, the 29th., day of August, 1995.
The object of the special meeting shall be to discuss, 1) An
ordinance estabishing the salaries of Mayor and Council. 2)
Determine disposition of Municipal Well No. 5. 3) Personnel Mtter-
Executive Session.
