Minutes of regular meeting held at city municipal building,
April 25, 1995.
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, W. Dean Wood, Marvin C. Gunter, Attorney
Thomas J. Holmes, Steven M. Smart and City Clerk Ron C.
Conlin.
Meeting was called to order at 7:30 p.m. by Mayor John O. Cotant.
PLEDGE ALLEGIANCE TO THE FLAG - Curtis Hill.
APPROVAL OF MINUTES - Mayor John O. Cotant asked for corrections
or additions to regular meeting minutes of April ii, 1995.
Councilman Gunter moved to approve regular meeting minutes
April 11, 1995 as read. Councilman Quick seconded. All
council members present voted in favor of motion.

PROCLAMATION - "LETTER CARRIERS FOOD DRIVE DAY" - Mayor Cotant read
the proclamation in full.
Councilman Wood moved to direct Mayor Cotant to proclaim May
13, 1995, "Letter Carriers Food Drive Day". Councilman Quick
seconded. All council members voted in favor of motion.
PROCLAMATION - "POPPY DAYS" - Mayor Cotant read the proclamation
in full.
Councilman England moved to direct Mayor Cotant to proclaim,
May as Poppy Month and, May 12 and 13th., 1995 as Poppy Days.
Councilman Gunter seconded. All council members voted in favor
of motion.
PROCLAMATION - BUDDY POPPY - Mayor Cotant read the proclamation in
full.
Councilman Wood moved to direct Mayor Cotant to proclaim
support through the purchase of Buddy Poppies on the 29th. of
April, 1995. Councilman Quick seconded. All council members
voted in favor of motion.
BUSINESS LICENSE APPLICATION - Mr. Fence ** It, Alan Banta, 13207
N. Dekay Rd. has applied for license to sell and display
fences on vacant lot south of Smith's Food King.

Councilman Quick moved to approve a business license to Mr.
Fence *~ It, Allan Banta, to display and sell fence on the
vacant lot south of Smith's Food King. Councilman England
seconded. All council members voted in favor of motion.
POLELINE AND QUINN ROAD PROPOSED LID - PWD Smart presented
estimated costs for a proposed LID in the neighborhood of
Poleline and Quinn Roads. The LID would construct curb, gutter
and sidewalk along the north side of Quinn Road from
Yellowstone Avenue on the east to Cottonwood Cove on the west.
It would also construct curb, gutter and sidewalk on Poleline
Rd from Yellowstone Ave on the north to Quinn Rd on the south.
In addition to curb, gutter and sidewalk in these locations,
the pavement would be widened from its existing edge over the
new gutter.
The total cost of the project is approx., $95,000.0~. These
bid figures are over a year old.
Mayor Cotant stated before any action is taken, the Green
Triangle, Theatre, and all affected will be notified, and
invited to Staff and Council Meetings to express their
Mayor Cotant asked the Council to review the proposal.
VEHICLE DISPOSAL - P~ Smart stated the City would like to dispose
of the vehicles and equipment listed. The vehicles are old and
have passed their useful and economical life for the City.
PWD Smart stated the intent at this time is to advertise
widely that the City has these vehicles and equipment for sale
by sealed bid. We will set the date for opening the sealed
bids and selling the equipment far enough into the future,
that we will be able to advertise it for two or three weeks
in the Journal as well as at least one time in the AIC
Magazine.
Councilman England moved to authorize PWD Smart to advertise
vehicles and equipment for sale by sealed bid. Councilman
Gunter seconded. All council members voted in favor of motion.
CLAIMS - Computer print-out claims presented to Mayor Cotant and
Council.
Councilman Wood moved to approve computer print-out claims as
presented. Councilman Gunter seconded. All council members
voted in favor of motion.

PUBLIC HEARING ON PROPOSED 1995 COMPREHENSIVE PLAN -
David Wessel, Planning and Project Manager went through page
by page of 1995 Proposed Comprehensive Plan, Draft - Version
#5, with Mayor Cotant and Council.
After considerable discussion, Mr. Wessel stated he will
prepare a draft - Version #6 of the proposed Comprehensive
Plan with all discussed changes, then present at May 9, 1995
Council Meeting.
At 10:25 p.m., Councilman England moved, Councilman Quick seconded,
with full council approval to adjourn meeting.

Subject: Vehicle Disposal
We would like to dispose of the vehicles and equipment listed below. The vehicles
are old and have passed their useful and economical life for the City. The garbage
trucks and garbage containers are being disposed of because I feel it is not cost
effective to maintain those veh/cles and equipment for whatever occasional use they
may be LYat to. -
Our intent at tiffs time is to advertise widely that the City has these vehicles and
equipment for sale by sealed bid. We will set the date for opening the sealed bids
and seliing the equipment far enough into the future, that we will be able to
advertise it for two or three weeks in the Journal as well as at least one time in the
Idaho Cites magazine.
