Minutes of regular meeting held at city municipal building,
January 10, 1995.
Present: Mayor John O. Cotant, Council members Steven M. England,
Marvin C. Gunter, W. Dean Wood, Attorney Thomas J. Holmes,
Public Works Dlrector Steven M. Smart and City Clerk Ron C.
Conlin. Councilman Leroy S. Quick was excused.
Meeting was called to order at 7~30 p.m. by Mayor John O. Cotant.
APPROVAL OF MINUTES - Mayor John O. Cotant asked for corrections
or additions to Regular Meeting Minutes of December 13, 1994,
and Special Meeting Minutes of January 3, 1995.
Councilman Gunter moved to approve Regular Meeting Minutes of
December 13, 1994 as read. Councilman England seconded. All
council members present voted in favor of motion.
Councilman Wood moved to approve Special Meeting Minutes of
January 3, 1995 as read. Councilman England seconded, all
council members present voted in favor of motion.
AGREEMENT - IDAHO HAZARDOUS MATERIAL TRAINING CENTER JOINT POWERS
Public agencies including the City of Pocatello, Caribou
County, City of Idaho Falls, Idaho State Bureau of Disaster
Services, Idaho State Emergency Response Commission, State of
Idaho Department of Education, and United States Department
of Energy, have been acting in advisory capacities for the
development and operation on a non-profit facility dedicated
to the training of hazardous materials emergency responders
throughout the State of Idaho, and desire to enter into formal
agreement for the creation of a separate entity for the
continued operation of the training center.
Councilman Gunter moved to authorize Mayor Cotant to enter
into the Idaho Hazardous Materials Training Center Joint
Powers Agreement. Councilman England seconded. All council
members present voted in favor of motion.
ORDINANCE #432 - Enacting Section 9.08.220, possession of Toluene;
declaring Toluene to be a harmful substance when inhaled;
providing that possession of Toluene with the intent to inhale
a misdemeanor.
Mayor Cotant read Ordinance #432 in full for the third and
final reading.

Councilman Wood moved to adopt Ordinance #432 as read.
Councilman Gunter seconded. Roll Call Vote: Quick, absent,
England, yes; Wood, yes; Gunter, yes.
FINAL PLAT - BRISCOE 3RD. ADDITION SUBDIVISION - PWD Smart stated
the Preliminary Plat was approved September, 1994.
PWD Smart recommended approval of the Briscoe 3rd. Addition
Subdivision Final Plat.
Councilman England moved to approve the Briscoe 3rd. Addition
Subdivision as presented. Councilman Gunter seconded. All
council members present voted in favor of motion.
FINANCIAL REPORT for month of December, 1994 presented to Mayor
Cotant and Council.
TEST
WELL REPORT - PWD Smart stated an alrstripper at Well #4 cost
approx. $176,000., control billing approx. $40,000. and well
pumps and booster pumps, together are, $166,000.
Council was in agreement to review the airstripping system.
Roy Rhoades, 4431 Haw-thorne Rd stated he heard the
contamination is moving this way, (to north) so the problem
will not get better soon.
Discussion about pros and cons of airstripping system.
PWD Smart explained how the airstripplng system works.
PWD Smart stated the City should install new wells in addition
to the alrstripper system, because of need of more water for
future growth.
Stanley Jenkins, 6002 Eden expressed concern about City of
Pocatello being able to install two new wells and two
alrstrippers for a little more than the City of Chubbuck's two
wells or one well and one airstripper. PWD Smart said City of
Chubbuck's consultant is the same as City of Pocatello's.
There are several reasons why City of Pocatello's costs
are different. Mayor Cotant stated, we will find out what the
differences are.
After considerable discussion, Council decided to wait for
court's decision on the 3udiclal confirmation.
PWD Smart stated there were no perc, or other contaminates in
the three test wells. The second test well showed high in
Ions.
TEST WELL REPORT - (ont.)
CE2M Hill recommended the test well on Hawthorne Rd. as being
the most logical for a new production well. Hillne Rd. test
well would be the second choice.
Ray Rhoades, 4431 Hawthorne Rd. was in favor of a water rate
decrease.
After discussion, Council decided to leave water rates as
until the Judicial confirmation decision is made, then
review.

GENERAL DISCUSSION -
Kurt Eldridge, 4610 Targhee complained about the mess
Snake River Sanitation makes while loading the container
into the truck. Mr..Eldridge stated he followed the truck
around, it looks like the truck gets too full, with the
wind blowing the garbage falls out of the truck, and is
not picked up by the sanitation truck driver. Mr. Eldridge
suggested the driver pack the garbage better, or make more
trips to the dump. Mayor Cotant said, the City will talk
to Snake River Sanitation. The problem will be corrected.
Kurt Eldridge, 4610 Targhee suggested the electric "School
Zone" signs are too close to the schools on W. Chubbuck Rd.
and Hawthorne Rd. Mr. Eldridge suggested the signs be moved
further east and west, closer to the Hawthorne Rd. and W.
Chubbuck Rd. intersection. Mr. Eldridge said he talked to
Idaho Power about cost of moving the signs, Idaho Power
said they will move the W. Chubbuck Rd. sign at no cost,
but there will be costs for moving the Hawthorne sign.
Mayor Cotant stated there are not enough children walking
on Hawthorne Rd. to warrant the change. Chief Rowland
stated the School District recommends children not walk on
Hawthorne Rd., they should be walking through
subdivisions. Mayor Cotant suggested, Hawthorne Rd. and W.
Chubbuck Rd. be monitored, if a change is needed, a
decision will be made at that time.
COMPREHENSIVE PLAN UPDATE - DAVID WESSEL - David Wessel, Bannock
Planning Organization Planner and Pro3ect Manager presented
an overview of proposed 1995 City of Chubbuck Comprehensive
Plan.

presented. Councilman England seconded. All council members
present voted in favor of motion.
At 9~50 p.m., Councilman England moved, Councilman Wood seconded,
with full council approval to ad3ourn meeting.
