COUNCIL MEETING MINUTES
August 19, 1997
Minutes of a Special Meeting held a city municipal building,
August 19, 1997.
Present: Mayor John O. Cotant, Councilmembers Leroy S. Quick,
Steven M. England, W. Dean Wood, Marvin C. Gunter, Attorney
Thomas J. Holmes and City Clerk Ron C. Conlin. Public Works
Director Steven M. Smart.
Meeting called to order at 4:10 p.m. by Mayor John O. Cotant.
Purpose of the Special Meeting is to discuss progress report on
East Chubbuck Road Project.
EAST
CHUBBUCK ROAD PROJECT - Mayor Cotant suggested, on E. Chubbuck
Road from Yellowstone Ave. to the railroad tracks, the City go
with four lane road. Mayor Cotant felt, the project could be
designed around the service stations at the intersection of E.
Chubbuck Rd. and Yellowstone Ave. to minimize damages to the
stations. Mayor Cotant suggested~ from the railroad 'tracks
east~ the City go with three lane road. If possible, Mayor
Cotant suggested using the difference, widening West Chubbuck
Road to four lane road, from Alton Street to as far west as
from the railroad trucks to Hiline Road. Mayor Cotant
suggested proposing a Local Improvement District to pay for
three lane road from railroad tracks to East Chubbuck Rd. City
boundary, and from where four lane road ends on W. Chubbuck
Road to west City boundary. Mayor Cotant felt this would not
damage property owners like 'the five lane road. Mayor Cotant
reported he talked to Mori Byington, BPO and Senator
Kempthorne finding out the EPA Clean Air Act will not affect
this project.
Jan Heinz, 4796 Branson said he is in favor of Mayor Cotant's
comments, but expressed concern about a signal be installed at
East Chubbuck and Hiline Roads. Mr. Heinz felt, because of the
hill, it would cause accidents.
E.E. Gayhart, 519 E. Chubbuck Rd. stated he is in favor of
Mayor Cotant's suggestions~
Rodney Burch, Shepherd Engineering stated the utilities will
be installed behind the sidewalk, curb and gutter, not in the
street.
Councilman England expressed concern of damages to property
owners after he reviewed where stakes were placed for a five
lane road.

Dee Greene, 410 E. Chubbuck Road stated he is in favor of
Mayor Ootant~s suggestions.
Rodney Burch, Shepherd Engineering stated the relaxation of
the Clean Air Act regulations gives the City more of a window
for the project.
Ryan Walz, Idaho Transportation Department stated the
appraiser right now is doing the market data work, hesitating
doing the five lane road appraisals until me are completely
sure the five lane is what we want. The Chief Appraiser is
working on the estimate of difference between four and five
lane now. After he looked at it closer~ the Chief Appraiser
said he is of the opinion the amount of right-a-way costs we
started with is not even close.
Mayor Cotant sta~ed the City will pursue where we are with the
Idaho Transportation Representatives and report hack.

Pursuant to Idaho Code Section 50-604~ the undersigned Mayor
of the City of Chubhuck, Idaho, .hereby calls a special meeting of
the City Council to be held at the Chmbbuck Municipal Building, at
the hour of 4:00 p.m., on Tuesday, the 19th., day of August, 1997.
The object of the special meeting shall be to discuss East Chubbuck
