COUNCIL MEETING MINUTES
August 7, 1997
Minutes of a Special Meeting held a city municipal building,
August 8, 1997.
Present: Mayor John O. Cotant, Councilmembers Leroy S. Quick~
Steven M. England, W. Dean Wood, Marvin C. Gunter, Public
Works Director and City Clerk Ron C. Conlin. Attorney
Thomas J. Holmes was excused.
Meeting called to order at 5:00 p.m. by Mayor John O. Cotant.
Purpose of the Special Meeting was to discuss East Chubbuck Road
Project Progress.
Cindy Smith, State Appraiser was present to discuss appraising of
East Chubbuck Road Project.
Mrs. Olsen stated she is against the five lane street, she would
favor the four lane.
E.E. Gayhart, 619 E. Chubbuck Rd. stated because of loss of his
property, he is in favor of the four lane street.
Mayor Cotant expressed concern about the cost of the five lane
project, and can the City afford purchasing the extra right-
a-way for a five lane street.

Rodney Parrish~ 689 E. Chubbuck Rd. stated he is in favor of five
lanes.
Ryan Walz, Transportation Department explained the appraisal and
negotiation procedure.
Discussion about difference in costs of damages with four lane, as
compared with five lane.
If City decided to go with four lane project now~ it would most
likely stop the project, because of not being able to start
the project in ].998.
Discussion about comments received on the project at the firs~
public hearing. Rodney Butch, Shepherd Engineering stated the
majority of people attending the meetings, ~ere im fax~or of
the five lane projeci..
Mayor Cotant stated the City ~ill keep residents i~:~ormed on the
project.

Ryan Walz stated the appraisal process will take appro: 2 1/2
to 3 months. The review of the eppt-aisais will be 2 or 3
weeks~ The oily wi]i hire ~'~egetia'hors, this process will
take Lhree to si-~ ~m~nths.
Mayor Cotant expressed concern about when the City will
recei~.e reimbursement monies we paid for the right-a-way
acquisifJon, Hr. Walz was not sure.
The ne-~t meeting informing residents on progress of East
Chubbuek Read Project will be August 1~ i~7 at, 4:00 p.m.~
All Seasons, 212 E. Chubbuck Rd. representatives spoke in
favor of five lane project.
Byan Walz said 'there will be different appraisers, appraising
commercial property on E. Chubbuck Rd.
Ti~e East Chuhbuck Road Project will continue to be a five lane
street. ~
At 6:10 p.m., Councilman England moved, Councilman Wood seconded,
with full council approval to adjourn meeting.

Pursuant to Idaho Code Section 60-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 5:00 p.m., on Thursday, the 7th., day of August~ 1997.
The object of the special
