COUNCIL MEETING MINUTES
July 15, 1997
Minutes of a Special Meeting held a city municipal building, July
15, 1997.
Present: Councilmembers Leroy S. Quick, Steven M. England, W.
Dean Wood, Marvin C. Gunter, Attorney Thomas J. Holmes and
City Clerk Ron C. Conlin. Mayor John O. Cotant and Public
Works Director Smart were excused.
Meeting called to order at 4:05 p.m. by President of Council Ma~rvin
C. Gunter.
The object of the Special Meeting shall be to discuss East Chubbuck
Road Project.
President of Council Gunter asked Rodney Burch, Shepherd
Engineering to explain the steps and where we are on the East
Chubbuck Road Project.
Mr. Butch explained that based on comments received from prior
public meetings, the City Council opted to go with the five
lane project. Shepherd Engineering has presented right-a-way
plans to the State. Mr. Butch explained this meeting is to
bring utilities and residents together so the project will go
smooth. Mr. Butch asked residents for comments.
E.E. Gayhart, 519 E. Chubbuck Rd. expressed concern that go.ing
with the five lane, he would lose most his front ykrd
property. Mr. Gayhart said he is in favor of the five lane,
but wonld like to know the exact measurements he will lose
from his front yard.
Dee Greene~ 410 E. Chubbuck Road stated the reason residents
at the prior public meetings were in favor of five lane is
because they were led to believe all right-a-way acquisition
was going to come from the south side of E. Chubbuck Rd. Mr.
Greene spoke against the five lane project. Mr. Greene said he
felt the five lane project is over kill for E. Chubbuck Road.
Bryant Brown, Asst. District Engineer, District Five stated
the Right-a-Way Plans have been submitted. The State has
agreed to cooperate in the appraisal process, this should
speed up the process. There will be review of the appraisals,
then the negotiation process will begin.
Ryan Walz said he thought if everything goes as scheduled, the
appraisers will start within four weeks. Once the appraisals
are made and reviewed the City will make arrangements for the
acquisitions.

Property owners and residents are not responsible for any of
the curb, gutter and sidewalk replaced.
City has Access Management Guidelines in place~ this project
will not change the guidelines.
Rodney Parrish, 689 E. Chubbuck Road expressed concern about
right-a-way acquisition being required equally from north and
south sides of E. Chubbuck Road. Mr. Parrish felt the right-a-
way acquisition should come all from the south side of E.
Chubbuck Road.
Rodney Butch explained, there is not that much difference in
costs, etc. of right-a-way acquisition from the north~ than
the south side of E. Chubbuck Road. Mr. Butch explained Riline
Rd. and Chubbuck Rd. and Yellowstone Ave. intersections must
stay in the same location.
Mr. Burch advised Intermountain Gas and Idaho Power
representatives they can pick up copies of plans today.
East Chubbuck Road Project Funding is set for 1998.
Mr. Burch stated the plans can be picked up at Chubbuck City
Offices.
Discussion about plans for E. Chubbuck Rd. from Hiline Road
east to City Limits.
Mr. Burch said speed limit on E. Chubbuck Road will stay the
same.
Mr. Burch stated, after approval of Right-a-Way Plans,
Shepherd Engineering will go to each property owner that
wants, and set survey markers that will show where the
new property line should be.
Council invited residents to a Council Meeting, August 19,
1997 at 4:00 p.m.
At
5:05 p.m., Councilman Quick moved, Councilman Wood seconded,
with full council approval to adjourn meeting.

Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building, at
the hour of 4:00 p.m.~ on Tuesday, the 15th.~ day of July, ].997.
The object of the special meeting shall be to discuss East
Chubbuck Road Project.

Pursuant to the call set forth above, notice is hereby given
of a special meeting of the Chubbuck City Council at the time and
place, and for the object, recited in the call.
