COUNCIL MEETING MINUTES
January 14, 1997
Minutes of regular meeting held at city municipal building,
January 14, 1997.
Present: Mayor John O. Cotant, Council members Leroy S. Quick,
Steven M. England, W. Dean Wood, Marvin C. Gunter, Attorney
Thomas J. Holmes, Public Works Director Steven M. Smart and
City Clerk Ron C. Conlin.
Meeting called to order at 7:30 p.m. by Mayor John 0. Cotant.
APPROVAL OF MINUTES: Mayor Cotant asked for corrections or
additions to regular meeting minutes of December 10, 1997.
Councilman Wood moved to approve regular meeting minutes of
December 10, 1996 as read. Councilman England seconded. All
council members present voted in favor of motion.
PUBLIC HEARING - A petition by Homes West, Inc. of Pocatello, Idaho
to vacate Lots #1 & 2 of Siebert Tracts Subdivision, (recorded
instr. #248117) , to provide for a new plat known as Homes West
Planned Unit Development.
Derek Leslie presented a letter stating, on December 26, 1996,
Homes West, Inc. sold Lots #1 & 2 of Block 4, Siebert Tracts
to Frank and Shirley Allen. Mr. Leslie rescinded his request
to vacate Lots #1 & #2 of Siebert Tracts Subdivision.
PUBLIC HEARING - A petition by Charlie Frasure, 102 Laurel,
Chubbuck, Idaho to vacate Lots #1, 2, 3 and #4 of Clover Dell
Farms Subdivision, (recorded inst. #149840), to provide for a
new plat known as Frasure Industrial Park Subdivision.
Mayor Cotant declared the public hearing open.
Mayor Cotant asked for comments in favor of, or in opposition,
there being none, Mayor Cotant declared the public hearing
closed.
Councilman Gunter moved to vacate Lots #1, 2, 3 and #4 of
Clover Dell Farms Subdivision, to provide for a new plat known
as Frasure Industrial Park Subdivision. Councilman England
seconded. All council members voted in favor of motion.

(recorded instr. #149840), to provide for a new plat known as
Ranae Subdivision.
Mayor Cotant declared the public hearing open.

Mayor Cotant asked for comments in favor of, or against, there
being none, Mayor Cotant declared the public hearing closed.
Councilman Wood moved to vacate a portion of Lot #15, of
Clover Dell Farms Subdivision, to provide for a new plat known
as Ranae Subdivision. Councilman England seconded. All council
members voted in favor of motion.
PUBLIC HEARING - ORDINANCE - A proposal by the City of Chubbuck
amending 18.08, and 18.20, eliminating a conditional use as a
request for a Planned Unit Development, and reviewing the
Planned Unit Development approval process.
Mayor Cotant declared the public hearing open.
Mayor Cotant asked for comments in favor of, or against the
ordinance, there being no comment, Mayor Cotant closed the
public hearing.
Attorney Holmes read the ordinance for the first reading by
title only.

recommendations.
Council tabled the ordinance until the January 28, 1997
Council Meeting.
BUSINESS LICENSE APPLICATION - Dallen R. Ward, Door Step Direct,
357 W. Center, Suite #213 has applied for license to put
advertising on doors throughout the City of Chubbuck.
Mr. Ward was present to explain his business.
Police Department stated they had no problem with the
application.
Councilman England moved to grant a business license to Dallen
R. Ward, Door Step Direct, 357 W. Center, Pocatello, to put
advertisements on doors throughout the City of Chubbuck.
Councilman Quick seconded. All council members voted in favor
of motion.
LAND USE & DEVELOPMENT COMMISSION MEMBER APPROVAL - Mayor Cotant
presented the name of Ray Rosen, 4670 Chateau to serve on the
Land Use and Development Commission with term expiring July 1,
1998.

Councilman Wood moved to appoint Ray Rosen, 4670 Chateau to
serve on the Land Use and Development Commission, with term to
expire July 1, 1998. Councilman Gunter seconded. All council
members voted in favor of motion.
PROPOSED LOCAL IMPROVEMENT DISTRICT - Mayor Cotant suggested a
Local Improvement District be created on Quinn and Poleline
Roads on the east side of Poleline Rd. The Carmike Theatre is
in the process of curb, gutter and sidewalking their property.
Council suggested inviting Rick Hillman, Green Triangle to
Council Meeting to advise him of the proposed creation of a
Local Improvement District on the Quinn and Poleline Rd. side`
of his property.
BUILD OUT ANALYSIS COOPERATIVE PROJECT - PWD Smart and Larry
Kohntopp have been meeting with City of Pocatello and Bannock
County discussing standards that would help regulate
developments just outside of the City.
Robert Chambers came up with an idea that we can do an
analysis of the total community build out, including what the
infrastructure needs would be if the community was totally
developed, including in fill, etc.
PWD Smart stated Mr. Chambers has received commitments from
City of Pocatello Departments to come up with $100,000.00 to
fund the project. City of Chubbuck was asked to help fund-.the
project, probably based on population percentage. PWD Smart
suggested committing $10,000. or $15,000.
Councilman Wood moved to direct PWD Smart and Larry Kohntopp
to proceed participating in the meetings, and report back to
the Council. When specifics are decided, Council will look at
how, and how much funding to commit. Councilman Quick
seconded. All council members voted in favor of motion.
CLAIMS - Computer print -out claims presented to Mayor Cotant and
Council.
Councilman England moved to approve computer print -out claims
as presented. Councilman Gunter seconded. All council members
voted in favor of motion.
At 8:00 p.m., Councilman England moved, Councilman Quick seconded,
with full council approval to adjo n eetin .
