HomeMy WebLinkAbout11 30 1971 CM 217 Minutes of a special meeting of the Mayor and Council held at the municipal building November 30, 1971 to discuss the proposed sewer project. Present: Mayor Cotant, Councilmen Leslie, Taylor, councilmen elect Menard and Kinghorn. Engineer Perkins, Joe Brennan and Jordon Stuart Meeting called to order at 8:15 Larry Perkins reported on the following possible means of funding. ALL REVENUE: Over a possible 38 year period = 9.80 per month. These figures represent sewer project completely independent. Initial reserve deposits are required. Yearly cost estimated for pocatello plant are $12,000.00 and $8,000.00 for service and repair. ALL L.I.D.: A possible 30 year period for user benefit. = 9.00 per month. Initial reserve deposits required. ALL G.O.: 30 years = $20,000.00 home app. $10.27 per month, $15,000.00 home app. $7.70 per month. REVENUE WITH WATER DEPT SUBSIDIZING: Water Dept. subsidizing $13,000.00 for few years, possible two. ~8.50 per month. Council felt this not feasible for our Watar Dept., too many water line extensions and improvements needed in city. HUD would like to have the city go combination funding of L.I.D. and Revenue. General feeling of all present was to have the project extend to the complete city. Equalization of charge discussed. Should trailers and apartments be charged the ssme as single residential. Majority felt trailers had same benefits as home and should be charged same. If home goes in after issue passes - is it city's or sub-dividers responsibility to put sewer lines in. General feeling was it would be sub-dividers. Mr. Perki~ m~tioned he thought construction would be i to l½ years. REVENUE FUNDING was the choice of majority present. Connection fee discussed, no decision. Date of election discussed, no decision but possibly middle of February. Attorney Wise reported Attorney General and Governor has indicated legislature could be passed early in the session for a reduced percentage vote for bond passage. Meeting recessed until further notice if necessary. Minutes of special meeting held December 2, 1971 at l:00 p.m. at the municipal bldg to discuss proposed sewer project. HUD officials: Charles Bickley, Fred Lang Bob Garen, Larry Hickey and Leo Thompson. Mr. Beckley reported HUD could not contract on loan agreement until method of financing has been established. He asked if the council felt the revenue charge of $9.80 per mo. was too high. Several stated they thought it high but felt a bond issue could be passed with this charge. Mr. Beckley stated he hoped there wasn't a mis-unders%anding on grant contract. It could not exceed $500,000.00, possibly it could be less and if iL is the difference will need to come out of i million dollar loan. There is political pressure on grant money. Mr. Beckley also asked if State and EPA grants had been approved. If the city knew how long it would be before funds from these grants would be available. HUD grant not available until other grants tied up. State must contract with city for grant. EPA cannot tender a grant contract until State does and has. ATTfRNEY'S FEES: Mr. Garen stated most of attorney,s work is handled by bonding firm in Denver. City should have agreement with local attorney for fee. City needs a local attorney but real weight is on bond council in Denver. $5,000.00 would seem an ample fee for locat attorney to guide all the way through, $25,000.00 way out of
