LOCATION: 4660 Hawthorne Road PURPOSE OF REVIEW: Site Plan Approval for parking lot, 4650 Hawthorne Road Medical Clinic. Present: Mayor Steven M. England, Councilman Kermit Morrison, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp, Paul Andrus, Ron Conlin, Randy Severe, Andy Despain, Ray Griffin, Merlin Miller and Eric King. Gary Nelson and Dave Orthel were present to present a site plan for parking lot for 4650 Hawthorne Road medical clinic. Mr. Nelson was told the City tries to minimize the number of approaches on arterial streets. Discussion about the south entrance being entrance only the second approach be for either. Mr. Orthel stated he is aware of the additional traffic in front of his existing insurance company. Staff suggested Mr. Nelson flip flop his parking lot to the north so as there will be a 10' buffer between commercial and residential. The site plan was approved subject to the following conditions: 1. Relocate the dumpster location to accommodate the City Sanitation Pick up. 2. 10' landscaping/swale next to south Misti Manor fence, must include automatic sprinkler system. Balance of 10' buffer strip to the west will be completed when Hawthorne access is closed. 3. 12' access road to Hawthorne be a temporary access, limited to Knudsen Development or removal of the existing residence at 4650 Hawthorne Road. 4. Circulation through the lot, one way exiting on the north access. 5. Residents of the home at 4960 Hawthorne shall park with employee parking to the east. No residential parking on west side of house. 6. Mr. Nelson asked if he could pave later in the year because he is not sure what they are going to do with the existing residence. All required paving is required to be paved by October 15th, 2008. Until the paving is complete Mr Nelson shall use dust abatement on the gravel. 7. Applicants are required to re-zone and plat the lot. Can be a short plat. 8. The approaches entering and existing the lot shall be a minimum of 12'. 9. Mr. Nelson stated he will remove the deck on the existing home.
