Present- Cotant, Leslie, i~omriell, Taylor and Thompson.
Galled to Order 8:05 ~.k.
Minutes of the last regular meeting then read and approved as read.

Bob Et~eridge property- Cotant explained that this is the property where we are
planning a walkway from Hawthorne hoed to the Park over the footbridge at the canal.
EtheF~dge offered 6 feet of N~ ~¼ SW¼ of S3-T65-R3.~E. A permanent fence of ~ foot
chain link is to be installed. Attorney is to draw up the agreement.
~ailraod Taxes - McDe¥itt reported they will be coming in soon.
Snake Ri~'er Fire Truck- It was re~orted that this truck is running again. The firemen
are also working on a Christmas display. The Christmas tree this year will be at the
City Office instead of the Fire Station.
Police Car- Cotant reported that a Plymouth has been ordered.
Dogs- Taylor reported they are in the sheep again. Frasure reported he had gotten rid
of one of the German Po]ice Dogs and will get the other one soon. A discussion on dogs
followed.
Burning- Frasure reported there is to be no burning where garbage collection is
available.
Zoning and Planning Commission- ~esolution that the City appoint a Zoning and Planning
Conm~ission of se~en members to be instructed to ~oceed to properly Zone the City as to
land use approvals. ~lotion to adopt this resolution made by Leslie, seconded by
Tho~son. Ail in favor. Mayor wd. ll make appointments of Delmar Peters, James ~ranson,
D~ain Kinghorn, Rodney P~rrish, Jack Egbert, Allen ~aartin~ One other me~er is to be
appointed. Dw~in i(inghorn is to be the secretary.
Sick ~eave- Mayor Cotant reported that Cl~rk Geneva ~alenty has repaid all money' that
was paid to her in sick leave.
T~o~qt, son- asked what to do about new water rates. ~iates were then read by Cotant and
discussion followed. Eates were as follows: ..60¢ for a thousand f'or the first 5,000.
· 50~ per thousand for next 5,000. .35¢ per thousand for next ~0,000. .25¢ ~er thousnad
for al.]. over 20,000.
Sewer Project- Leslie explained the funding cf the prcject. McDevitt exFiained the
bonding o£ the project.
Fire Station Apartment-lis for rent again. Council would like a fireman to take it.
Advertise it again and see wha% we can do.
Subdivision Ordinance- Ail Council are to read it a~' home and discuss it next meeting.
Bills- were then discussed. Komr~ell questioned the Dyke's ~lectric bill.. He thinks
it is tco high and he is gcing to talk with them and see about it. Motio~ to pay bills
made by Leslie, seconded by Komriell. All_ in favor.
Sunday Drinking Problen~ Fr~sura reported all have improve4 but one. Council suggested
they should be sent a letter threatening non-renewal of their license.

Reconvened minutes of regular meeting , November 10, 1970.
Council met privately in Mayor's office following regular council meeting. Joe Brennan's
salary was discussed. ~,~r. Brennan had been pro=~sed that the Council would review his
wage scale about the first of ~ovember. It was agreed by all present to raise I,lr. k. rennan's
salary $50.00 per month, effective November 1, 1970.

Minutes of the recessed meeting of Novemk. er 10, 1970 of the Mayor and Council of the City
of Chubbuck, held in the City Office building on ~i~ovember 2~, 1970.
Called to order: 8:15 P.M.
Present: Mayor Cotant, Councilmen Eomrieil, Taylor and Thompson
Excused: CounciLman Leslie for first part of meeting to attend Bannock Development meeting
on behalf of the city.
Repairs: Romriell stated that some repair work on truck needed to be done to sand roads.
Ail were in agreement this work should be conside:ed.
Zoning Commission: Mayor stated the com~,mission are meeting regularly on the 1st and 3rd
Thursdays of each month and all requests pertaining to zoning should be referred to them.
Fairgrounds disannexation: Motion to declare an emergency and consider ordinance to dis-
annex Fairgrounds and dispense with rule to read on three separate days made by Lomrie!l
seconded by Thompson. ko!l ca].l vote: Romriell, yea; Taylor, yea; Thompson, yea.
Romriei/ moved that Ordinance excluding Bannock County Fairgrounds from the City of Chubbuck
be adopted, seconded by Thompson. ~oll call vote: Romriell, yea; Taylor, yea; Thompson, yea.
Post Office: Mayor read letter from Congressman Orval Hansen on disapproval of Post Office
in Chubbuck. Herm McDevitt, with council's reccn~.endaticn will pursue this further.
Burning: Burning of papers, etc. witt~city discussed. Decision was made not to allow
any burning in the downtown area. City is to acquire a large garbage receptacle and
refrain from any outside burning.
Water and Sewer: Water rates discussed and all were in agreement that more research
be done on proposed rate changes.
Mayor informed council that the State Health Dept. is investigating the water sewage
disposal situations behind businesses on east side of Yeilowst,::.ne in downtown area.
McDevitt made suggestion that Mayor call A.I.C. Executive director, Ed Si~erman
and urge him to encourage the next legislature to act on General Obligation bond issue.

had informed him the city should get their approval before any digging is done for water
or sewer construction.~
Thompson question what type of sewer pipe would be used in the proposed project.
Leslie is to inquire as to what type m~ght be specified.
Dogs: Police Chief Don Frasure asked about hauling dogs in the ~ ~ .

followed as to need of truck for city for dog pick up, street use, etc..
Fi~e Mile Building: Council requests Joe Brennan, building inspector to check this
building while under construction. Council also to request Fire Department to inspect
all businesses in city routinely for safety.
[eserve Funds: Leslie stated that with recent legislative action reserve funds could
be invested. ~e should make a study vc see what amounts might be invested for our city.
