Present -Mayor Cotant~ Councilmen Taylor, Thompson and Leslie Absent - Councilman Romriell Called to order 8:15 P.M. A discussion was entered into by all present concerning the status of the Chubbuck sewer project. The council is deeply concerned with continued reports of engineering deficiencies in our application to H~D for federal participation in funding this project. The council reviewed the proposed sewer and water program prepared by Forsgren and Perkins, o£ Rexburg, for the Downey, Idaho, project. This presentation made by this firm to the city of Downey is much more complete than we have for the city of Chubbuck. As a result of this discussion it was decided unanimously by all present that the city of Chubbuck discontinue the services of Les Ballif and Associates, as far as their work is concerned on the Chubbuck sewer system, and engage the firm of Forsgren and Perkins of Rexburg, Idaho. It was further agreed that we would not be any behind in our schedule for the sewer project and all were of the opinion that in the end we will be ahead of the schedule we are now on with Bal]if and Associates. It was the opinion of legal council Herman McDevitt that the city is under no liability to the firm of Les Balli£ and Associates as to committment on this project. It was agreed by council that the street of Briscoe Lane be included in the designated areas of Lucky Ave, ~dams Df. west of Lucky Ave. to the Ed Stuart property line and Mingo Lane, for trailer homes on individual lots subject to provisions of city ordinance covering trailer mobile homes within the city of Chubbuck. It was decided that the city zoning commission be activated at once and the council and zoning commmission zone 'the city of Chubbuck, Idaho, immediately. We definitely do not have all the information we need but a start must be made and the sooner the better. The long awaited information from nrlo Nelson and nssociates of Boise has not materialized so the council is of the opinion that we go ahead on our own, zone the city as best we can and then hold hearings concerning any complaints . Some discussion was had concerning furnishing water to Mingo Lane. It was decided to approach the citizens of this street as to their feelings to finance this project as this financing would be their responsibility. The city could perhaps help with the actual laying of the line but all hook-ups would be at regular city charge. The city would then accept the line and maintain it as city property. We discussed the matter of law enforcement concerning unlicensed dogs and those violating the speed regulations. It was decided that the time has come for warning tickets to be lime.ted and tickets resulting with fines be given for violators in both of these situations. ~ers of dogs without licenses will be served ~ith a warrant for them to appear in Court and be subject to fine as provided by city ordinance. Councilman Wayne Taylor will discuss both of these matters with chief Don Frasure and the program is to be initiated immediately. Meeting recessed at 10:00 P.M. until further notice if necessary.
