HomeMy WebLinkAbout05 12 1970 CMlll Minutes of the regular meeting of the Mayor and Council of the City of Chubbuck, held in the City Office on May 12, 1970. Present- Cotant, Leslie, Romriell, Taylor and Thompson. Called to order 8:02 P.M. Minutes of the last regular meeting then approved. Janssonts Towing Service - Mr. Hackworth asked for a permit to park a Trailer House for Office and residence on the corner of Briscoe Lane and Yellowstone Ave., after a discussion it was the decision of the Council that they could not allow a Trailer House for residence purposes at this location. Archie Moon - Asked permission to park a Trailer House for 1 year on a lot he owns so his daughter can live there for 1 year while her husband is serving his country in Greece. The Trailer House would be moved after 1 year. The property is located on North Alton Street. After discussion a motion was made by t~omriell to allow this on a building permit basis, motion was seconded by Thompson. Leslie and Taylor were against this so the Mayor cast the deciding vote and his vote was yes. Conditions are that they meet city requirements for a water hook-up and County requirements for a sanitary sewage system. Playground Equipment - Thompson asked what we could do jointly with the School District on playground equipment. Mayor and Leslie told of interest to develop parks at School property in both Neider and Country Acres Additions. McDevitt suggested that we request a letter from the School District stating that the City has permission to develop a play area on their property. Ail agreed that we should cooperate with them. We could blade a ball park and plant the grass. Water Rates - Taylor asked if we are going to make any changes. Ail agreed that we should stay as we are for the time being, but that it is the desire of the Council to work into full metering throughout the City as soon as possible. Police Car ~epairs - Taylor asked if there was any objection to taking the Police Cars to Jackson's Repair Service for repairs instead of Hill Bros. Buick. Mayor is to talk to Jackson to see what can be worked out. Romriell - Reported work of the past month, namely; installed gas tanks at City Building, laid &O0 feet water line on East Linden, installed meters in Country Acres, installed fire hydrant on East Linden, patched the streets, bladed the park, the crosswalks are in, the apartment is painted except for another coat in two rooms~ unloaded pipe for Yellowstone project, hauled away 35 old junk cars, installed a Flag Pole, obtained a Flag from Washington D.C., finished the City offices and hallway, sanded the streets, bladed the streets 2 times and mowed the park lawn. Park - Romriell said that Franklin Briscoe has ten acres he will sell to the City for $2,000.00 an acre. Taylor said to get an appraisal before we do anything. Leslie said we should explore various properties for parks. Discussion followed. Decision was to pursue and check this further. Bureau of Outdoor Parks & Recreation = State of Idaho, and possibly HUD might make a grant for Park Development. McDevitt suggested that this Council does not bind future councils. The option to buy is the best route to follow. Capitol Improvement Plan - Motion was made by Leslie that we adopt the 10 year projecti,n for Capitol Improvement plan, motion seconded by Taylor. ^il in favor. ~esolution as follows: BE IT 5~SOLVED THAT Exhibits A,B,C, Dand E, each representing a different department of the City of Chubbuck, be and the same is hereby adopted as the 10 year Development Plan for Capitol Improvements of the City of Chubbuck. Passed and approved this 12th day of May, 1970 . Pressure Irrigation System - Leslie informed the Council that F.H.A. has assistance available for pressure irrigation system. Leslie is to talk with residents on Tahoe and advise them of this. ~. F. McComber Property - 5½ acres next to the Railroad Tracks zoned light industrial for part of it and some of it zoned residential. He would like a Mobile Home variance for this property, so he could sell lots and people could park Mobile Homes on them and live in them. Council advised him the Zoning Commission will have to study this. Ordinance #85 - Read in full by McDevitt. Motion to dispense with the rule that the said Ordinance be fully and distinctly read upon three different days was made by Thompson, seconded by Leslie. Roll Call Vote - Leslie-yes, Taylor-yes, Romriell-yes, and Thompson-yes. Motion to Pass Ordinance as read made by Leslie, seconded by Thompson. Roll Call Vote_ Leslie-yes, ~omrie!l-yes, Romriell-yes, Thompson-yes. Arnold Stuart Easement - Discussed. McDevitt is to redraft this easement, and the Mayor is to meet with ~rnold Stuart and get this easement straightened out. Motion to approve payment of the bills made by Thompson, seconded by Romriell. Ail in favor. Meeting recessed at 11:00 P.M. till further notice if necessary. City Clerk Mayor ll3 P.S. The wages of Joe Brennan were raised $50.00 per month beginning May 1, 1970, and will be raised another $50.00 per month in six months if he proves out as an assistant maintenance man. Mayor ~~_..
