Minutes of the Regular Meeting of the Mayor and Council of the City of Chubbuck,
held in the City Office on February 10, 1970.
Present - Cotant, Leslie, Romriell, Thompson and Taylor.
Called to order - 8:05 P.Mo
Minutes of the last regular and 2 recessed meetings then approved.
Properby of Earl Thomson located north and east of Redwood Garden - Rodney Parrish
explained to Mayor and Council that Williamsen Body Works wants to purchase this
property and has requested the County to rezone the property from residential
surburban to light industrial, and he feels this would be detrement~l to the
future growth of Chubbuck. Chubbuck will have representatives at a Public hearing
on this rezoning to be held on February 17, 1970 at 4:00 P. M. at County Commissioners
Office in Bannock County Courthouse. Motion was made to contact Wiiliamsen Body
Works and find out. their intentions and perhaps interest them in some other property
in Chubbuck. This motion was made by Leslie, seconded by Romriell. Taylor did not
vote on the motion. Mayor Cotant and Leslie stated they would attend the meeting
and visit with Williamsens.
Water Rates - Elbert Parker asked if any new water rates have been made. Mayor Cotant
explained they planned to wait and see how a year balanced out before adopting any
new rates.
Plat - Country Acres 3rd Addition - Studied by Mayor and Council. Motion to accept
Plat subject to proper designation of City of Chubbuck in reference to City Officers,
and not accept the streets for maintenance until they are brought up to standard
specifications. This motion was made by Leslie, seconded by Romriell. Ail in favor.
Leslie Rep~t - He has written to HUD requesting all necessary information for
correction in our application for a Grant. He explained what grants are available.
Federal Water Pollution Control Act has raised their part of the grant for that
portion of the line known as the outfall from 33% to 55%.
Police Chief - Mayor Cotant then appointed Don Frasure as Chief of Police as of
February 15, 1970, all Council are in agreement with this appointment.
Romrieil Report - Ail streets in the City have been graded and worked on and many
new signs have been erected. He asked for suggestions as to where any future street
work needs to be done. He suggested the purchase of a Back-hoe with a front loader.
Discussion followed. He stated that we need to get on the waiting list for curb
and gutter for the State Highway running through Chubbuck. The Federal would pay
6~ of this and the State would pay the other 40%. Motion for the City to make
application for this curb and gutter made by Romriell, seconded by Leslie. Ail in favor.
Motion to put 2 pieces of City Equipment up for sealed bids and also ask for sealed
bids on new piece of equipment, one bid with trade-in and one bid without trade-in,
with specifications close to a Michigan 700. This motion was made by Romriell, seconded
by Thompson. Ail in favor.
Thompson Report - State Health Department are aware of our sewer project and are in
favor of helping us.
Cotant Report - Phone Company wants to go underground with their phone lines on East
Burnside and Burley Drive along the City Streets right-of-way. Motion to approve
this permit if the Phone Company pays a $25.00 constructien permit fee made by
Leslie, seconded by Taylor. All in favor. He then suggested that we need an
ordinance allocating space for water, phone, sewer, power and gas lines in our street-
right-of-way so that none of them are too close together.
Littering Complaint - John Valenty complained of littering. After discussing this
Romriell suggested that we see what the law Enforcement can do about this. Mayor
Cotant stated that he would talk to Lorcher and see what can be done about signs on
his property at the corner of Yellowstone and Chubbuck Road.
Phone Poles - Thompson suggested that the City see if they can get any of these
poles from the Phone Co. if they are going to take them down.
Association of Idaho Cities Insurance - Copies of the information are to be made for
all employees to study.
Estimate of Expenses - Read in full by McDevitt. Motion to approve resolution made
by Taylor, seconded by Leslie. Roll Call Vote: Leslie--yes, Romriell-yes, Thompson-yes,
Taylor-yes.
Resolution on Public Hearing read in full by McDevitt. Motion to approve resolution
made by Taylor, seconded by Leslie. Roll Call Vote: Leslie-yes, Romriell-yes, Thompson-
yes and Taylor-yes.
Bids on Police Car - Mayor Cotant informed the Council that according to the hand-
book the city should advertise for these bids. McDevitt then advised them that the
city should be free to make a decision without advertising, since we sent personal
invitations to bid to each car dealer in Pocatel]o. No decision was made on a Police
car at this time.
Bills for the month presented to Mayor and Council. Motion to approve payment made
by Romriell, seconded by Thompson. Ail. in favor.
Financial and Police reports for the month presented to Mayor and Council.
Chubbuck Lions - Motion that t he Chubbuck Council give recognition to Chubbuck Lions
byl a letter of Commendation for work well done made by Romriell, seconded by Leslie.
Ail in favor.
Zoning Commission - Discussed. We need to appoint 5 men to this Commission. McDevitt
explained difference between Planning and Zoning. Thompson suggested that we table
this for now and :?study it further before any action is to be taken, and also that
each councilman bring names of 2 persons they feel could serve on this committee to
the next meeting.
Trailer House on Private Property Request - In regard to Campbell's request the
decision was that the answer is no as it is in conflict with our Trailer Ordinance.
Meeting recessed at 10:35 P.M. till further notice if necessary.
