The Mayor went over his vision of building a better Chubbuck, which included balanced and sustainable finances, unmatched livability, investing in health and wellness, leveraging partnerships, developing a safe and prepared community, innovation and continuous improvement, and strategic growth and development. 3. Review Resolution 2023 -03 -Providing Water & Sewer Outside of City Limits. Planning Manager Don Matson and Development Services Manager Sean Harris presented a request from a development located outside the city limits that would like to connect to the City's water and wastewater systems. The development indicated that it would agree to annexation when the City eventually connects to the development in the future. However, the developer did not want to construct the development to City standards, citing a request from Bannock County. Staff interpreted Resolution 2023-03 that City standards are a requirement for connecting to City resources outside of City limits. The Council agreed with Staff and the City Attorney's interpretation that any development located outside the city limits seeking access to City resources must agree to develop according to City standards. This requirement would help ensure a smoother transition when the development is annexed into the City in the future. ADJOURN: Mayor Rodney Burch adjourned at 5:56.
