HomeMy WebLinkAbout04 21 2026CITY OF CHUBBUCK BUILDING & DEVELOPMENT ADVISORY COMMITTEE MEETING MINUTES APRIL 21, 2026—11:OOAM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 Committee Members Present: Chair Jeremy Manska, Vice -Chair Justin Downs, Jake Dryer, Emily Monroe, and Johnathan Vincent. Staff Members Present: Mayor Rodney Burch, Building Official Ron Osborn, Development Services Manager Sean Harris, and City Clerk Joey Bowers. 1. Introductions & Purpose • Welcome and introductions The meeting was called to order by Mayor Rodney Burch, and all the Board members introduced themselves. • Purpose of the advisory committee The purpose of the advisory committee was outlined, emphasizing its role in providing informed guidance and recommendations. The committee's function as a collaborative and advisory body was highlighted. 2. Committee Overview & Expectations Advisory authority The committee serves in an advisory capacity and does not hold decision-making authority. Legislative vs administrative processes. Overview of how recommendations may move through legislative channels versus administrative implementation. • Open meeting law Members were briefed on compliance requirements, including transparency, public access, and proper conduct of meetings. 3. Support Staff & Available Resources • City staff / consultant support roles Introduction of City Staff supporting the committee, including their responsibilities in facilitation, research, and reporting. • Available resources, data, and reports Overview of data, reports, and tools accessible to members to support informed decision-making. • SharePoint site Introduction to the SharePoint platform as a centralized location for documents, communication, and collaboration. 4. Committee Structure & Discussion • Selection of Chair and Vice Chair. Jeremy Manska volunteered as Chair, no other nominations or volunteers; All voted to approve. Justin Downs volunteered as Vice -Chair, no other nominations or volunteers; All voted to approve. • Initial discussion, priority topics, challenges Members discussed key focus areas including: multi -family, permitting process, fees, and impact fees. City Staff will walk through an application, process, and the calculation of the different fees at the next meeting. • Schedule for the next meeting.
