CALL TO ORDER: Mayor Burch
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Heiner
COUNCIL PRESENT: Roger Hernandez, Norman Reece, Dan Heiner, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Rodney Burch, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Public Works Operations Manager Kami Berger, Development
Services Manager Sean Harris, Fire Chief Chas Clark, Lieutenant Justin Knudsen, Human
Resource Director Scott Gummersall, City Treasurer Eric Jablonski, and Deputy Clerk Alexis
Thompson.
DISCLOSURES OR CONFLICTS OF INTEREST ON ANY AGENDA ITEMS: None were reported.
APPROVAL OF MINUTES: April 1, 2026.
Councilmember Reece motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -yes, motion passed.
GENERAL BUSINESS:
1. Approval of the Kinport View Townhomes Final Plat and the findings, facts and
conclusions of law. (Council will discuss the application and if it meets City code).
Wyatt Radke from A&E Engineering represented the applicant. Mr. Radke presented a 40
lot Preliminary Plat for 36 residential - attached building lots and 4 common lots in the
Kinport View Townhomes subdivision.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code, as presented.
Councilmember Heiner motioned for approval of the Kinport View Townhomes Final Plat and
the findings, facts and conclusions of law as presented.
Councilmember Evans seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
Acceptance of Offer of Dedication for Premier View Subdivision.
(Council will discuss if all city requirements have been inspected and completed).
Development Services Manager Sean Harris stated that all city requirements had been
inspected and completed and recommend approval.
Councilmember Evans motioned for acceptance of offer of dedication for Premier View
Subdivision as presented. Councilmember Hernandez seconded motion for acceptance.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Reece -yes, motion passed.
3. Approval of Items for Auction or Disposal.
(Council will discuss City property for auction or disposal).
Councilmember Heiner motioned for approval of items for disposal.
Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for April 15, 2026 as presented to Mayor Burch and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, Evans -yes, motion passed.
ADJOURN: Mayor Rodney Burch adjourned at 6:09.
