Present- Davis, '~¥ard~ Hillman, ~itchell and Frasure. Galled to order 8:10 P.M. ~linut-s of the last regular meeting t~_en read and approved as read. Bills for the month then presented to Board. Motion to approve payment of bills made by Hillman~ seconded by Mitchell. All in favor. Pills as follows:State In¢~.~e Tax-20.18, Internal ~evenue-153.30: C. Financial and Police Reports for month then presented to Board. Old Business- Stuart Addition. Jim Stuart ~sked just ~hat the Village furnished for a connection to cost 75.00. The Board asked Hensley to answer~ and he replied that the Village furnishes ev.~ry~ thin~ to a foot inside the property line. By everything includes pi~e, curb box~ Valve, tee, otc, and anything needed for ~nd co~ t of hook-ups in the Stuart addition follow, ed for one hour duration. ~inutes from previous meetings ~ere read to ex?lain the Village posit~on on the matter. After the discussion Stuart asked ~hen to deed the stre,t to the Village, can he put in another street, ~hen is he to pay /'or future hook-ups he is considering putting in ~hen the new street is put in, does the Village ~ant to put in the hook-ups before they pave the street? Hi!lman suggested th.~t ~e ~ait until we have an attorney and get legal advise before answerong a!! t~ese luestions. The Board all agreed with him. Attorney- A letter of Resignation from Carl C. Christ~nsen ~.s read to the Board. ~otion to accept ~rith regret the resignation of Christensen ~s m~de ~ Hi!Iman, seconded by Frasure. All in favor. Letters of application for the position cf Village Attorney from the fo!lo~ing ~.M.~hittier~ Herman ~cDevitt~ and Arthur Staton, were re4d to the Bo~rd. The ~oard ~Jeci~ed tb-y ,~_!1 consider these applications and act on them later. Audit- Dale D. Jo~-~ C.P.A. was pre~ent and explained in detail the Audit of the V~l!age B~'oks for the two yea~ period of ~v 1, 1957 to April 30, 1757. ~lotion to accept the Audit w~s made b]~ H~ll~on~ seconded by Frasure. Ail in favor. %¥ater for n~ County Fairgrounds- Hillm. an explained that the County Commissioners are interested in having Chubhuck su?pty the water for the Fairgrounds. The Commissioners would like to m~et vrith the Village ~card and see if some arrangements c~n't be worked out for this project. The'¥~omm±ssioners could not be h~re tonight b~t ~ould !~ke a later meeting ~ith the ;~ater hook-up '~th Pccat?l!o ~ater syst,m- Davis explained to the Board that he had contacted ~ebb, City ~anager for rocatello, and that i ocatello offered the follow-lng , namely, they ~11 ~o all the work of tying the t~o lines together at the corner of ?~inn and Pol~ Line ~oad, if Chubbuck ~rill pay fcr 190 feet Cast Iron Pipe ( 6 inch) 12 x 6" Tap Tee 6" Valve Valve Box Fitting Flange Cast Iron Pipe Adapter ~12.30 130.31 77.51 i5.oo ~,o.oo Motion to accept their offer made by ~ard, seconded by Hillman. All in favor. The Board also agreed they would be ple.~sed if the cost could be cut some. Gathe property- wants to he daannexed. As was explained by our attorney at previous meetings , the Board cannot do mr__ything about this. Telephone Rates* Davis explained to the ~oard that he had talked to some of the officials of the phone 8o., and they are going to study this matter and see if they c~n make an adjustment of the high rate, and try to conform our rates ~th those of Potato!lo. Filing on Underground Water Permit- This ma~ter h~.s been taken care of. Gravel Pit- Davis explained that in %he future the County will not be able to furnish us gravel~ therefore, the Village should be looking for a site for a gravel pit of their own. Th, County woul~ probably be able to crush the ~avel and stock pile it for us: ~f 'we have our o'^_~1 gravel pit. Licenses- Traasfer :{t Pine Tavern. Jack Newsom was ores~nt and asked the Board just what was the correct proceedure for transfe~ing licenses from name to another. The Board asked him to pleas- wait fo~ one week till they hire a Village Attorney and have legal advise on the correct prcceedure. The Board all a~reed that they had no objections to the -brans£er, if the Police Officer had no objections. Carl Hensley~ the Police Officer, stated that he bad no objections. Street signs- Some of the residents on Hi.~ay Ave. asked that the n~me of the street be posted at the f. ntersection of Hiway Ave with Yellowstone Hiway. During the discussion on street signs~ it was decimed by the Board that we need: signs naming the streets, signs marking Dead End streets, speed signs for side roods, and saw horses for when the ~reets are under repair. Davis said he will ~n.q~l~re and see what c~n be ~t.one about this. Insurance* Dale Kruse, an Insurance Agent, was present and explained to th · Board the Blanket Liability policy his company carries on the Village. Water Hook-up. ~itchell asked the 9oard if it would be possible for him to get a new hook-up for his house. This wc~u!~ req¥_~re about 120 feet of main line, as the water system main line does not run in front of his property. In discussiD~ the matter it was suggested that if the ]_ay !in, that far they may as well go to the corner of Syphon .~oad and Yellowstenm Hiway, and it would only be a matter of about 80 more feet of pipe to lay and we would have it there for future use. It was the decision of the Board to ~et more facts and f~gures before acting on this matter. Card Games- Earnest and Bert Frasure were present ~nd. Earnest Frasure asked the Board why' the place across the street from him was allowed to play cards~ when he ~,'~as not allowed to play cards at his place. The Board said they had an Officer that took care of that and then asked* Carl Hensley: the Village Police Officer, if it was true that the place across the street from Frasare's Place was playing corns, and H~nsley answered that he had been there at different times of the d~2~ and night and he bad not seen them playing any c~rds,~nd that to his knowledge they ~ere not playing c~rds. After tqat remark Bert Frasur. turned around to Hensley and said "You w~uld say that, cause you are getting your share". Hensley asked Bert Frusure just what ae nleant by that remark, and Frasure said "You will find out later". ~At this ti~m. Even Frasure turned to Hensley and said that he had seen affidavits saying that Hensley h=~d received a bribe from Lena. Hensley said that he would like to see the afl'idawi ts a~ld see ~h¢' signed them~ ~{nd he was told that in due ti~e he would see them. Davis remarked that we should net discriminate against any one man or place. The Poard all a~reed that there are State men in this area ~nd since it is ~ State law that prohibits card p!aying~ it should be up to the State men to find out about it and then act~ if necessa~I. ~Vhere to pay water bills- Pert Frasure asked where should the water bills be paid? He said that he h~d been to the Clerk's house twice ~.nd she wasn't home. The Clerk said she is bom. every afternoon from 12 noon to 5 P.M.. The Board members said that they had had no trouble p~vin~ their bills, and also they did not ex~ect the Clerk to work 2h hours a day. ~e®ting recessed at lO:hO P.~. to Tuesday, July 21~ ]959 at 8:00 P.~. at which time they will discuss the matter of water to the County Fairgrounds, and also ~cide on an Attorney for the VAlidate, Village Clerk
