Trustees of the Village of Chubb~ck, held in the Municipal Building of the
Village of Chubbuck, on February 10, 1959
Present- Ward, Valenty, Fenwick and Christensen.
Absent- Hillman, out of town and Frasure, excused for illness.
Called to order 8:05 P.M.
As there was no business for this recessed meeting it was adjourned so the
Board could p~ocee~.with the regular meeting. Meeting adjourned 8:07 P.M.
~inutes of the Regular meeting of the Board of Trustees of the Village of
Chubbuek, held in the Municipal Building of the Village of Chubbuck on
Feb~ary 10, 1959.
Present- Ward, Valenty, Fenwick and Christensen.
Absent- Hillman, out of town and Frasure, excused for illness.
Called to order 8:10 P.M.
Minutes of ~he last regular meeting then read and approved as ~ead.
The order of Business was change~ in order to allow Christensen to be excused
early.
Christensen reported that ~e now has a judgement against Kenneth Campbell
as of January 21, 1959, and he will proceed with this case.
Residents on East Evans Lane- Christensen will make out papers notif2~ln~
the water users of the conditions existing on their water line. These papers
will be served on each individual involved ~nd they will be given 15 days after
the serving of the papers to straighten out the water line and bring all water
bills up to date. Hensley will serve the papers and he is to make a recor~
of the day each paper was served.
Valenty expalined to the Board that we have a problem on Briscoe Lane.
The west end of Briscoe Lane is not in the Village and also some of the houses
on Syphon ~oad are not in the Village Limits. After a discussion the Board decided
that the Chairman will assist the Clerk in determining the actual L~m~ts of the
Village and after this the Clerk will bill those residents outside the limits
for water rates according to their location. The increased rates for those
outside the I~ts will be billed as of February 1, 1959 and will not be
retroactive.
~ The attorney advised the Clerk to order a complete set of Election Supplies
from Caxton Printer's, Caldwel! I~aho.
~ Christe~e~ was excused at 8:50 P.M.
Financial '~ and Police reports for the Month then presented to Board.
Bills for the month presented to Board. Motion to approve payment made by ~ard,
seconeed by Fenwick, Ail in favor. The bill from Idaho Power on Well No. 2
for h7.~2 is to be ~ithheld until they send out a corrected bill, and the
Bill from the Ca~e Co. for Badges is to be withheld until the or~er is complete.
The Clerk has advised both companies as to why their bills have not been paid.

· . It was decided by the Board that the Clerk take out the General Obligation
Bond money from the taxes and deposit it in the Well No.2 ~nd and in this
way the money will be there to pay off the interest and Bonds.
Old Business-Sewer Connection. Valenty reported that he had talked to ~ebb
City Manager for Pocatello and Webb informed him that there would be no connection
charge for the Village if we ran our main trunk line down west ChuObuck road, but
that the city o~ Pocatello would charge .80$ per month per unit for use of the
Plant. However if we should decide to go down Hawthorne and hook into one of
Pocatello's Trunk Lines , then there would be a hook-up charge. The Board decided
to make this a future project, and for now ~hay will get some figures to see
if we can raise the money and study the plan further. Ward made a motion to have
Valenty appoint a com~ittee to investigate the possibilities of a Sewer System
for Chubbuck, motion was seconded by Fenwick. All in i~avor.
The Clerk is to check with Rex Coffin again and see if we man get him to
p~y for that third ~ater Hook-up on East Chubbuck Road. His bookkeeper called
the Clerk and said they would pay it, but the payment has not been received.
Annexation- Valenty and ~ard went to the Court House and studied th- maps
and Valenty explained their findings to the Board. The Board decided that at
this time the best direction to go is East. Valenty is to call Hsmi~ton and
get an accurate survey and description of the property involved. The property
discussed by the Board includes that East of the tracks on East Chubbuck Road
up to. the top of the hill including the Bunce's property and the two houses east
of Bunce that are under construction, that part of F. Briscoe's that has been
subdivided on the north side of the Road and the Bistline property south of the
Road on down to the Alameda Line,and the other properties south of the road.
Water rates- Valenty suggested that maybe they could be reduced inside th®
Village limits. After a discussion tha Board decided to leave them as they are
for awhile yet, until the water system fund is more stable.
New Business-Valenty told the Board that the Clerk had requested a new
adding machine, as the present adding machine is not adequate for the work.
It does not have subtraction on it. All it will do is add. After a discussion
a ~otion was made by Fenwick, seconded by Ward to have Valenty shop around and
see if he could get a better adding machine for the Village. All in favor of motion.
Village Dump Truck- The present truck is not adequate for the work the
Village requires of it. It cost the Village GSO.O0. The old one was sold for
225.00. The actual cash in the present truck is 225.00. Valenty has been
inquiring ar¢~und about a different truck. Flandro has a 1955 International 2-ton
with a dump bed for 17~5.00. Bannock Motor has a 1955 GMC 3-ton without any bed
for 1795.O0 They have a bed they will sell for hO0.O0 and they figured it would
cost 50.00 to have the bed mounted with the hoist. After much discussion the
Board decided to have Vs~.enty call Bannock Motor and have them brine out the
and let the Board members look at it. If it meets with the approval of the Board
of the Board members, then offer them 2,000.00 for it and if Dhey will take
that ~ffer, then buy it.
Village water samples* Valenty reported Dhat he had taken samples to the
Bannock County Health Unit for analysis, and while he was there he talked to
Ivan Frazier, the head of the unit. Frazier said that Rulon Tueller is the
State Sanitary Inspector for all of Bannock Ccunty J~nd ~-i~h all that territory
to cover he can't give much time to any one place.~ Therefore Pocatello has
taken over Inspection for that city and they pay .12¢ per captia per year
for the Service, and if Chubbuck would like to use their Services it would
cost us approximately 120.O0 per year based on 1000 population. No decision
was reached on this matter at this meeting.
