HomeMy WebLinkAbout11 19 2025 CM1 0 A H 0 City of Chubbuck Council Meeting Minutes November 19, 2025 6:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 CALL TO ORDER: Council President Roger Hernandez PLEDGE ALLEGIANCE TO THE FLAG: Ely Miller and Cub Scout Troop 1295 STAFF MEMBERS PRESENT: City Attorney Ryan Lewis, Public Works Director Bridger Morrison, Planning Manager Don Matson, Development Services Manager Sean Harris, Human Resource Director Scott Gummersall, Police Chief Nick Sasser, City Treasurer Rich Morgan, and City Clerk Joey Bowers. Council President Roger Hernandez excused Mayor Kevin England from the meeting. DISCLOSURES OR CONFLICTS OF INTEREST ON ANY AGENDA ITEMS: None were reported. APPROVAL OF MINUTES: November 5, 2025. Councilmember Heiner motioned for approval of the Council Meeting minutes. Councilmember Evans seconded motion for approval of minutes. Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Reece -recused, motion passed. GENERAL BUSINESS: 1. Request to waive the ordinance requirements for the development of Candee Subdivision - Division 2. Property being located at 5021 Yellowstone Ave (Corner of Yellowstone Ave & Ward Dr). (Council will discuss the application and if it meets City code). Applicant Brady Carter presented a request to waive the ordinance requirements to guarantee improvements prior to recording the final plat for the development of Candee Subdivision Phase 2. Development Services Manager Sean Harris went over the requirements to meet the standards of Titles 16, 17 and 18 of City Code, and the recommended improvements from city staff. Which included to install interior fire hydrant prior to any combustibles on site, paved access and parking for both lots, and storm water infrastructure for the development. The Council tabled a decision to allow the applicant time to submit final costs to city staff and to work out a guarantee amount that follows city requirements, or the applicant can request to be placed on the next council meeting agenda. 2. Request to Amend the Interior Lot Lines of the Previously Approved Casa Del Tree Valley final plat. (Council will discuss the application and if it meets City code). Brady Smith from Avyant represented the applicant. Mr. Smith presented a request to amend the interior lot lines of the previously approved Casa Del Tree Valley Final Plat. Planning Manager Don Matson stated that this application had been reviewed by City Staff and appears to meet the standards of Titles 16, 17 and 18 of City Code, and recommended approval. Councilmember Heiner motioned to amend the interior lot lines of the previously approved Casa Del Tree Valley final plat and the findings, facts and conclusions of law as presented. Councilmember Evans seconded motion for approval. Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed. 3. Discussion and a Presentation by Pioneer Capital Ventures on Possible Private -Public Opportunities as a Funding Mechanism. Matt Loo and Paul Baker represented Pioneer Capital Ventures and presented possible private -public opportunities as funding mechanism for Miller Park improvements. Stephanie J. Bonney legal counsel for Pioneer Capital Ventures presented information on a Community Infrastructure District (CID). Matt Loo presented information on the Commercial Property Assessed Clean Energy Act (C -Pace) Idaho Code 67-3806. CLAIMS: City of Chubbuck claims for November 19, 2025 as presented to Mayor England and Council. Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented. Councilmember Reece seconded motion for approval. Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -yes, motion passed. GENERAL ANNOUNCEMENTS: City Hall -I -Day on December 11, 2025.
