APPROVAL OF MINUTES: October 1, 2025.
Councilmember Reece motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
PUBLIC HEARING:
1. A public hearing to consider for adoption the proposed Urban Renewal Plan for the
Yellowstone Corridor Urban Renewal Project (the "Plan"), of the Urban Renewal
Agency of the City of Chubbuck, Idaho, also known as Chubbuck Development
Authority ("Agency"). The urban renewal and revenue allocation area boundary is
coterminous as hereinafter shown. The Plan proposes that the Agency undertake urban
renewal projects, including identifying public facilities for funding, pursuant to the Idaho
Urban Renewal Law of 1965, Title 50, Chapter 20, Idaho Code, as amended. The Plan
being considered for adoption contains a revenue allocation financing provision pursuant
to the Local Economic Development Act, Title 50, Chapter 29, Idaho Code, as amended,
that will cause property taxes resulting from any increase in equalized assessed valuation
in excess of the equalized assessed valuation as shown on the base assessment roll as of
January 1, 2025, to be allocated to the Agency for urban renewal purposes. The Agency
has adopted and recommended approval of the Plan. The City Council may also consider
the ordinance to adopt the Plan at the meeting on October 15, 2025. Additional readings
and/or adoption of the ordinance will follow consistent with the City's ordinance
approval process.
Brad Cramer from Perspective Planning & Consulting went through the steps that the
Chubbuck Development Authority (CDA) had taken which also included a study from
the Urban Land Institute (ULI). Mr. Cramer presented a map which showed a boundary
that kept the valuation of an urban renewal plan and revenue allocation area for the
Yellowstone Corridor Urban Renewal District (URD) within the statutory limits of Idaho
Code 50-2905. Mr. Cramer also went over a time line and the process to prepare an
Urban Renewal Plan.
Public Works Director Bridger Morrison went over potential projects and needs that
had been identified throughout the Yellowstone Corridor.
Mayor England declared the public hearing open for public comment.
Resident Boyd Byrd, was In Favor. Mr. Byrd reviewed the proposed urban renewal
plan and talked to the Bannock County treasurer and assessor.
Resident Rodney Burch, was Neutral. Mr. Burch wondered about the valuation and
the statutory limit for an urban renewal plan, and asked if the City should also consider
the potential of an urban renewal district for the properties surrounding the interstate
entrance/exit off of New Day Parkway. Mr. Burch asked about the parcel selection and
the land use associated with those parcels. Mr. Burch also asked about the potential
increment this area could generate and the possible projects.
Mayor England stated that the City had received a letter from the Portneuf District
Library in opposition of the proposed district.
Due to no more public comment Mayor England closed the public hearing.
Mr. Cramer stated that until an eligibility study had been done there is no guarantee
that the properties surrounding the interstate entrance/exit off of New Day Parkway
would qualify for the creation of an urban renewal district. Mr. Cramer also went over the
reasoning for the parcel selection and the goals for improving Yellowstone Hwy.
CDA Executive Director Ashley Squyres felt like between public input, the ULI
study, and joint CDA and City Council meetings that the proposed boundary of the
Yellowstone Corridor Urban Renewal District will be able to meet the goals towards
creating a Chubbuck downtown and improvements along the Yellowstone Corridor.
GENERAL BUSINESS:
Review and Possible Adoption of Ordinance 883 Yellowstone Corridor Urban Renewal
Plan. (Council will review and may waive the three readings rule including one time in full, and
possibly adopt the Yellowstone Corridor Urban Renewal project and plan).
Councilmember Reece motioned for the waiver of three readings, including the reading of one
time in full for Ordinance 883.
Councilmember Hernandez seconded motion for waiver.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed.
Councilmember Heiner motioned for adoption of Ordinance 883 Yellowstone Corridor Urban
Renewal Plan as presented. Councilmember Reece seconded motion for adoption.
Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
2. Appeal the Denial of a Private Investigator License for Jake Coho.
(Council will discuss the denial of a private investigator license by the Chubbuck Police Department).
Police Chief Nick Sasser presented the reasoning for the denial of the application.
Applicant was not in attendance at the meeting. City Attorney Ryan Lewis stated that
the applicant had requested that this item of business be moved to this meeting so that he
could be in attendance to present his case to the council.
Councilmember Reece motioned to affinn the denial of a private investigator license for Jake
Coho as presented. Councilmember Hernandez seconded motion for denial.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for October 15, 2025 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Reece seconded motion for approval.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
City Attorney Ryan Lewis asked before the council adjourned if the applicant
Jake Coho was in attendance at the meeting to present his case to the council.
ADJOURN: Mayor Kevin England adjourned at 7:06.
