CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Reece
COUNCIL PRESENT: Norman Reece, Roger Hernandez, Melanie Evans, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Fire Chief Merlin Miller, Police Chief Nick Sasser, Human Resource
Director Scott Gummersall, and City Treasurer Rich Morgan.
APPROVAL OF MINUTES: September 17, 2025.
Councilmember Heiner motioned for approval of the Council Meeting and Study Session minutes.
Councilmember Reece seconded motion for approval of minutes.
Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
PROCLAMATIONS:
1. National Long -Term Care Residents' Rights Month
Mayor Kevin England read aloud a proclamation.
GENERAL BUSINESS:
Appeal the Denial of a Private Investigator License for Jake Coho.
(Council will discuss the denial of a private investigator license by the Chubbuck Police Department).
General Business item #1 was removed from the agenda.
2. Review and Accept bids for the Hawthorne Road Storm Drain Project and possibly
authorize the Mayor to enter into a contract.
Public Works Director Bridger Morrison presented bids for the Hawthorne Road
storm drain project under the I86 underpass and stated that this bid came in within
budget.
Councilmember Reece motioned to approve the Hawthorne Road Storm Drain Project and
authorize the Mayor to enter into a contract with M & S Development and Construction in the
amount of $139,509 as presented. Councilmember Heiner seconded motion for approval.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
CLAIMS:
City of Chubbuck claims for October 1, 2025 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed.
ADJOURN: Mayor Kevin England adjourned at 6:13.
