HomeMy WebLinkAbout09 17 2025 CM1 0 R H 0 City of Chubbuck Council Meeting Minutes September 17, 2025 6:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Evans COUNCIL PRESENT: Dan Heiner, Norman Reece, Roger Hernandez, and Melanie Evans. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works Director Bridger Morrison, Public Works Operations Manager Kami Berger, Planning Manager Don Matson, Police Chief Nick Sasser, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers. APPROVAL OF MINUTES: August 20, 2025. Councilmember Heiner motioned for approval of the Council Meeting minutes. Councilmember Hernandez seconded motion for approval of minutes. Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed. PROCLAMATIONS: 1. National Recovery Month Mayor Kevin England read aloud a proclamation. PUBLIC HEARING: NOTICE IS HEREBY GIVEN that the City Council of the City of Chubbuck, Idaho, will conduct a Public Hearing at 6:00 pm on September 17, 2025 in accordance with Idaho Code 63-1311A, and with respect to the following items: to hear public comment on, and to consider public comment regarding proposed fee increase on selected annual fee revenue collections beginning on October 1, 2025. The departments and/or programs noted below could: (A) exceed one hundred and five percent (105%) of the respective fee revenue collections from the previous year (a 5% increase), (B) be requesting a new fee(s) not charged the previous year, (C) be clarifying by changing the name of the fee, (D) be moving the fee(s) from the Chubbuck Municipal Code into the annually adopted Fee Schedule Resolution, and/or (E) be moving the fee(s) from one (1) exhibit to another for clarity. The proposed fee increases are due to additional cost of programs or an attempt by departments to recover costs through fees charged versus tax increases. Parks and Recreation Facility Use Planning and Development Services Division Pressurized Secondary Irrigation Sanitation Utility Billing Water Wastewater Public Works Director Bridger Morrison went over proposed changes for FY26. Mayor England declared the public hearing open for public comment. Due to no public comment Mayor England closed the public hearing. GENERAL BUSINESS: 1. Adoption of Resolution 2025-06 City Fees. (Council will discuss all public and department fees for the City). Councilmember Reece motioned for adoption of Resolution 2025-06 as presented. Councilmember Heiner seconded motion for adoption. Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed. 2. Approval of the FY26 Health Plan Trust Contribution. (Council will discuss the City's contribution to the health plan trust). Scott Gummersall presented the financial status of the City's Health Plan Trust. Councilmember Heiner motioned for the approval of the FY26 Health Plan Trust Contribution, conditional upon the Idaho Department of Insurance's approval of funding contributions. Councilmember Hernandez seconded the motion. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed. 3. Approval of Renewal of Annual Appropriation Certificates of Participation Series 2019. (Council will discuss the renewal of the annual appropriation lease certificates of participation series 2019). City Treasurer Rich Morgan presented a renewal of the annual certificates of participation series 2019. Mr. Morgan stated that these certificates are the funding resource for the City Hall, Police Station remodel, and the new Animal Control Facility; these certificates will need to be renewed on an annual basis. Councilmember Hernandez motioned for the renewal of the annual appropriation certificates of participation series 2019. Councilmember Heiner seconded motion for renewal. Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed. 4. Discussion and Possible Approval of the Capitalization threshold for Assets, Leases, and Subscriptions. City Treasurer Rich Morgan presented a capitalization threshold for assets, leases, and subscriptions is used to avoid the administrative burden of recording and tracking numerous small -value items as capital. There has been a significant increase in inflation over the past two years, and a significant increase in inflation could be a sufficient reason to increase the threshold. Councilmember Heiner motioned to set the capitalization threshold for assets, leases, and subscriptions at $35,000 as presented. Councilmember Reece seconded motion for renewal. Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -yes, motion passed. CLAIMS: 1. City of Chubbuck claims for September 17, 2025 as presented to Mayor England and Council. Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented. Councilmember Reece seconded motion for approval.
