CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Hernandez
COUNCIL PRESENT: Melanie Evans, Dan Heiner, Norman Reece, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Police Chief Nick Sasser, Fire Chief Merlin Miller, Human Resource
Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers
APPROVAL OF MINUTES: August 6, 2025 and August 11, 2025.
Councilmember Reece motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed.
PUBLIC HEARING:
A revised proposed budget for the fiscal year 2026 from October 1, 2025, to September
30, 2026, and the consideration of the proposed use or reserve of forgone property
taxes pursuant to Idaho code 50-1002.
Mayor England declared the public hearing open for public comment.
Resident Boyd Byrd, was In Favor. Mr. Byrd went over the proposed budget and
thanked City Staff for their open door policy and always being willing to answer his
questions. Mr. Byrd felt like the City of Chubbuck does a great job providing services to
the residents. Mr. Byrd suggested using additional reserves for street maintenance.
Resident Niki Taysom, was Opposed. Ms. Taysom was opposed due to the increase
in taxes, and government control.
Due to no more public comment Mayor England closed the public hearing.
GENERAL BUSINESS:
1. Discussion and Possible Adoption of Ordinance 882 Appropriations for FY2026.
(Council will discuss the possible adoption of a budget for FY26).
Councilmember Evans motioned for the waiver of three readings, including the reading of one
time in full for Ordinance 882.
Councilmember Hernandez seconded motion for waiver.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed.
Councilmember Reece motioned for adoption of Ordinance 882 Appropriations for FY26 as
presented. Councilmember Heiner seconded motion for adoption.
Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
2. Discussion and Possible Adoption of Resolution 2025 -XX Forgone Property Taxes.
(Council will discuss the proposed use or reserve offorgone taxes.)
CLAIMS:
General Business item #2 was removed from the agenda.
1. City of Chubbuck claims for August 20, 2025 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Reece seconded motion for approval.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
ADJOURN: Mayor Kevin England adjourned at 6:25.
